覚えている範囲で書いているので、多少違うかもしれませんが、ほぼこのような内容で書きました。（249文字）
模範回答の格調高さに比べたら実に凡庸な内容ですが、この内容で高得点を獲得することが出来ました。

Agree or disagree: Improving relations with other Asian nations should be a priority for the Japanese government.

There have been a lot of discussions about whether the Japanese government should prioritize strengthening ties with Asian nations. Some insist they should give first priority to the United States. However, I am of the opinion that Japan should be a priority to improving relations with Asian nations for the following three reasons.

First, the economy in Asian nations is rapidly growing. For instance, the Indian economy is significantly improving because of a large amount of population. Japanese industries can export their products such as automobiles and gain a lot of profits. In other Asian countries, the situation is almost the same.

Second, China is growing rapidly, becoming the second biggest economy in the world. Japanese industries are highly relying on China of their products’ production so China is the most important business partner. China has also a strong military force and sometimes causes disputes with neighboring countries. The Japanese government should be vigilant against China to defend our country.

Finally, Japan will be able to obtain natural resources produced in Southeastern Asian countries. Japan always lacks natural resources so they would not be able to survive without strengthening ties with these countries because the situation in the Middle East is highly unstable.

For the reasons mentioned above, there is no doubt that the Japanese government should prioritize strengthening ties with Asian nations. The government should take steps to improve the relationship.
