行政のアップデート

「民主主義は最悪の政治と言える。これまでの民主主義以外の全ての政治体制を除けば。」

チャーチルの有名な言葉です。確かに民主主義は民意を数の力で”最大限”に反映させることができますが、民主主義がなぜ不十分であるかというと、それは少数派の意見を持った人間には仮説検証の機会がないというところに集約すると思います。

ここにハードフォークという概念を導入すれば、分裂して少数派ができたとしてもその少数派が仮説検証を行う実験機会を作ることができます。最終的には所属しているコミュニティの主流の支持する方向に帰結する自然淘汰が起きてしまうとしても、そこに実験と検証の余地を与えてくれるということは民主主義にとって大きな前進となります。

ハードフォークはオープンソースでは主流ですが、実社会で行うのは非常に難しいです。しかし、僕は拡張現実とブロックチェーンの技術を組み合わせることで、少なくとも仮想社会における仮説検証は技術上可能であると確信しています。(詳しい仕組みについてはまた別の機会にお話します。)

これは僕が３年前にソードアートオンライン(SAO)というアニメを見て感じたことなのですが、前述の話との類似している部分があるので説明します。

SAOでは、茅場晶彦という中央集権的な存在がいて、その存在に対する不満があればプログラムごとハードフォークさせて新しいコミュニティを作ることができます。無数の世界がそれぞれの信じる世界として再設計され、自分の信じるコミュニティに所属することができる。そんな世界観に触れました。アニメだからできることだと当時は思っていましたが、それから３年経ち今では実際に技術的に可能となりました。

僕は考え方が偏った人間ではないため、日本の江戸時代の非中央集権の国家が素晴らしいとも、今の中央集権国家がダメだとも思いません。しかし、行政はテクノロジーによってアップデートすることが可能であるのにそこに力を入れようと行動する人間が少ないということに対してはいささか不満があります。まだ詳しい内容は言えませんが、今、テクノロジーを用いた行政改革を小さなレベルで実証実験するというプロジェクトをある地域の政治家の方にはたらきかけて進めているところなので、実証実験を行うタイミングでそれについてもまた詳しくお話したいと思います。

“Democracy is the worst politics. Except for all political systems except democracy to date.”

This is Churchill’s famous word. Certainly democracy can reflect the will of the people “maximally” by the power of numbers, but the reason why democracy is inadequate is that hypothesis testing is not suitable for people with minority opinions. I think it will be summarized as having no opportunity.

If the concept of hard fork is introduced here, even if a minority is created by division, the minority can create an experimental opportunity to test hypotheses. Eventually, even if there is natural selection that results in the mainstream endorsement of the community to which it belongs, it is a great step forward for democracy that it gives room for experimentation and verification.

Hard forks are mainstream in open source, but hard to do in the real world. However, I am convinced that, by combining augmented reality and blockchain technology, at least hypothesis testing in a virtual society is technically possible.

This is what I felt when I saw an animation called Sword Art Online (SAO) three years ago, but I will explain it because there are similarities to the above story. At SAO, there is a centralized entity called Akihiko Kayaba, and if you are dissatisfied with the existence, you can hard fork each program and create a new community. Countless worlds have been redesigned as their respective beliefs and can belong to their belief community. I touched on such a world view. At that time, I thought that it could be done because it was an animation, but three years later, now it is technically possible even in the real world.

I’m not a person whose way of thinking is biased, so I don’t think that Japan’s decentralized nation in the Edo era is wonderful, nor is the current centralized nation useless? However, the government is somewhat dissatisfied with the fact that there are few people who can update with technology but act to put effort into it. I can’t tell you the details yet, but I am currently working on a project to conduct a field trial of administrative reform using technology at a small level. I would like to talk about it again.
