Why is cycling not so common in Cebu?

Through my daily life in Cebu, I sometimes experienced that we couldn’t transport easily because of a traffic jam or lack of taxi or denials from taxi drivers. Whenever I experienced such situation, I think that if I could use a bicycle, I could go there smoothly and quickly!
For example, I was really exhausted last weekend. When I went and back to Mactan Island from Cebu, it took half an hour on the way there, nonetheless, it took one and half hour on the way back. It’s tripled time by the way there. Even though the sight from the bridge was beautiful and there are blowing nice wind, it would have been much better if I could have ridden a bicycle.

I think if the city implements the share cycle system as like Singapore, Taiwan, Japan, and so on it will be very convenient for not only tourists but also citizens.
There are some reasons. First of all, Cebu is a long and narrow island, in other words, is a suitable place for short transportation or sightseeing off the shore by bicycle. Secondly, the way of transfer is limited by vehicles because there are no subway or trams around Cebu, that’s why it causes a heavy traffic jam at commute time. If those who live near their office use bicycle, commute time will become shorter and it will help jammed traffic also. Thirdly ordinary bicycles are inexpensive and riding bicycles get people healthier. (It’s totally none of your business though, but I think the Philippine local food is too oily. The Philippines should be more health conscious.)

Therefore, I walked along the street from cyclist viewpoint, and then, found some hurdles to overcome.
First, the road. The roads are not flat and the wide of the sidewalk is so narrow. If we cycled such road, bicycles would get flat frequently. Some roads are too narrow to walk side-by-side with even two people. There is no spare space to allow bicycle. And when it’s raining or after raining, cycling will be hard because of many paddles.
Second, the air. When we use bicycle, we breath many exhaust emissions because of heavy traffic. Thirdly, lack of parking space.

Thus, I think that to make cycling common, we have to maintain the road at first. It’s a long way. If we start rental cycle shop now, the demerits will much stand out than the merits and it won’t become popular. That’s why I rejected this idea.

However, I googled about circumstances of Philippine cycling and knew that actually any share cycle company doesn’t enter Philippine market yet but some tourist attractive places have rental bicycle shops. In addition to that cycling is already popular in Philippine.
Apparently, cycling is getting popular especially in Manila, and they sell big masks to avoid the air.

Anyway, from one tourist viewpoint, I eager to being made a cycling course in Cebu. I heard that new bridge from Mactan to Cebu is under construction, I hope that new bridge has a cycling road.
