What should we take steps in facing difficulties?

When you are facing difficulties, we are normally upset. Upset makes them to be scared, threaten or negative feelings that may lead worse decision-making.

To make better decisions in harsh, we have to manage difficulties which arise from uncertainty that cause every personal difficulties. 

There are 3 steps in fundamental and logical way to tackle this issues.  When we worries about such challenges, we have to begin with classification and identification of fundamental issues as well as obstacles. Then you has to measure the issues identified in previous steps in quantitative and qualitative ways, You finally needs to response along with your capabilities or constrains.
