日立市のシンボルとして親しまれ、小説や映画の題材ともなった｢日立鉱山の大煙突｣。その大煙突がある日突然、巨大な怪獣へと変貌し暴れ始めた。日立の街で破壊の限りを尽くし、かみね公園の観覧車にまで迫る怪獣。いったい大煙突に何が起こったのか。話はおよそ100年前に遡る。かつて日本有数の鉱山の一つであった日立鉱山は、生産量の増加と共に深刻化する煙害に悩まされていた。煙を拡散し煙害を軽減するために作られたのが、当時としては世界最大の｢日立鉱山の大煙突｣であった。枯れる草木や作物を、そして苦しむ人々を救いたい。そんな当時の人々の思いは倒壊した現在も大煙突に宿り続け、大気中の汚染物質を長年に渡って引き受け続けた結果、ついに限界を超えて凶暴化してしまったのだ。怪獣を鎮めるには大煙突をかつての姿、155メートルの完全態にし、汚染物質を吐き出させるしかない。怪獣の動きを止めるため、動物の専門家であるかみね動物園のスタッフが集結。動物園と日立市の威信をかけた一大プロジェクトが始まった…！
