むかしむかし、牛久沼にイタズラ者の河童が棲んでいた。川を氾濫させたり人や牛を沼に引きずり込んだりと悪さの限りを尽くした河童はある日、村人に捕らえられ袋叩きにされてしまう。松の木に縛り付けられ、もはや干からびて死を待つだけの河童であったが、通りすがりの高僧の執り成しにより、二度と悪さをしない事を条件に村人達から許された。改心した河童は稲作を手伝ったり、川で溺れた子供を助けたりと、村人のために働くようになった。やがて河童は罪滅ぼしの功績を阿弥陀如来に認められ、人間に転生して相撲部屋の親方となり、牛久の地で静かに暮らしていた。
時は流れ21世紀、環境破壊による気候変動が地球規模で発生、世界各地で異常気象が報告されるようになった。日本にも、そして茨城県にもかつてないほどの熱波が襲いかかる。愛する牛久の人々が暑さと水不足に苦しむのを見ていられなくなった親方は、河童の姿に戻り、その神通力を以て雨を降らせようと決意する。もう二度と再び、人間には戻れないと知りながら。
