今回より数回、カナダ首相 Justin Trudeau のナレーションによるYoutube動画 "Flatten the Curve" の字幕英文テクストを解説します。
この動画は、カナダ首相 Justin Trudeau が "flatten the curve" という言葉について分かりやすく国民に説明し、その目的のために国民１人１人が協力して役割を果たすように呼びかける内容となっています。
今回は、そのうち第１パラグラフ本文を扱います。

"flatten the curve" に関して少し復習

まず今回の英文テクストに入る前に、前回まで扱った英文テクストの１回目に出てきた "flatten the curve" について復習しましょう。
そこでは、コロナウイルスの蔓延を遅らせるために最も有効な手段の１つである "social distancing" の目的として、次のように書かれていました。

The goal is to keep the number of cases at any one time below the capacity of the healthcare system.
「social distancing の目的は、どの時点における症例数であっても、医療機関が対応できる許容限度以下に抑えることである。」

そして、それが、social distancing can “flatten the curve.” と言われる意味であると書かれていました。
今回からは、その “flatten the curve” という言葉が表す意味について焦点をあてて、さらに詳しく、かつ、分かりやすく話された英文テクストを学習していきます。

Hello everyone.
You’ve heard public health officials and myself say many times that we need to ‘flatten the curve’ or ‘plank it’.  But what does that actually mean?  Well, when we talk about ‘the curve’, we’re talking about the number of people who get sick over a certain period of time.  Our Chief Public Health Officer, Dr. Tam, and other public health officials – across the country and around the world – are tracking this information and mapping it out.  When a lot of people get sick in a short period of time the curve rises faster.  If that happens, it's more likely that we'll surpass the level at which the health care system will be overwhelmed.  No matter how good our system is, there’s always a limit to how many people our health care system can help at one time, from the number of nurses, doctors and health care professionals, to the number of available beds and equipment.  That’s why we need to urgently slow the number of people getting infected, that’s why we need to 'flatten the curve'.

○ Key expression ②：譲歩を表す副詞節を導く no matter の構文
・No matter how ＜形容詞or副詞＞ S'＋V'～,：たとえ、どれほど～しても
    ＝However ＜形容詞or副詞＞ S'＋V'～,                                  ～であっても
    ※ No matter how ＜形容詞or副詞＞ の後は肯定文の語順。

○ Key expression ③：limit「限界」を用いた表現
・There is a limit to～：～には限界がある。
        ※ 前置詞 to を用いることに注意！
  ☆ No matter how good our health care system is, there is a limit to
       available medical resources.                   ［※ テクスト本文より改変］
       たとえ、どれほど我が国の医療システムがすぐれていても、利用可能な
       医療資源には限界がある。
        ※ No matter how good our health care system is, は譲歩を表す副詞節
             ＝However good our health care system is, と言い換え可能。
             分かりやすく元の語順に直すと、
             Our health care system is good. となる。

第１文

みなさんは、公衆衛生当局者と私自身が、”flatten the curve” or ”plank it” 「曲線を平坦にする」あるいは「曲線を板状にする」必要があると何度も言うのを耳にしてきたでしょう。

第１パラグラフのタイトルを、本文の内容に基づいて、
”flatten the curve”「曲線を平坦にする」とは？ としました。
第１文で、そのトピックが導入されています。

構文的なポイントは、
・動詞 have heard が導く that節の中にさらに動詞 say が導くthat節がある
という点です。そのうち最初の that節の that は省略されています。

○ 第一文のその他のポイント
・主節の動詞 have heard は現在完了で経験の用法。
    that節の「何度も言うのを」を踏まえて、「耳にしてきた」と訳した。
・say that節の動詞に関して、or が flatten と plank をつないでいて、
    need to不定詞  「～する必要がある」の to不定詞は、flatten と plank の
    両方に及ぶ。 

第２文

But what does that actually mean?

では、その表現には実際どのような意味があるのでしょうか？

第２文では第１文で導入されたトピック “Flatten the Curve” に関して、その意味を問いかけています。そして、第３文以降、その問いに答える形で説明が展開されていきます。

この文頭の But は転換の働きをしていると解釈しました。
that は第１文の ‘flatten the curve’ or ‘plank it’ を受けています。
☆ 今回より語句のつながりは黄色の背景色と矢印を用いて表しています。

第３文

Well, when we talk about ‘the curve’, we’re talking about the number of people who get sick over a certain period of time. 

さて、私達が「曲線」について話す時、それは、すなわち、ある一定期間に病気になる［新型コロナウイルス感染症にかかる］人々の数について話しているのです。

第３文では、”flatten the curve”「曲線を平坦にする」という表現のうち、
”the curve”「曲線」が表す意味について説明されています。

構文的なポイントは、
・ we’re talking about the number of people.「私達は人々の数について話し
    ている」の people「人々」に対して、関係詞節〔who get sick over a
    certain period of time〕が修飾している点
です。

第４文

Our Chief Public Health Officer, Dr. Tam, and other public health officials – across the country and around the world – are tracking this information and mapping it out.

我が国の最高公衆衛生担当官であるタム博士と、他の国内各地及び世界中の公衆衛生当局者は、この情報を追跡調査し、それをグラフにして入念にまとめています。

第４文では、第３文の the number of people who get sick over a certain period of time「ある一定期間に病気になる人々の数」を this information 「この情報」で受けて、感染者情報の調査と整理について書かれています。

構文上のポイントは、
・感染者情報の調査とりまとめを担っている人々が長い主語になっている点
です。
〔across the country and around the world〕は直前の other public health officials のみを修飾しています。
その他のポイントとしては、
・後半の and は、ともに現在進行形を構成する２つの現在分詞 tracking と
    mapping をつないでおり、be動詞 are は両方の現在分詞にかかっている点
です。

第５文

When a lot of people get sick in a short period of time the curve rises faster.

短期間のうちに多くの人々が病気になると［新型コロナウイルス感染症］にかかると、「曲線」はより急速に上昇します。

第５文から、curve「曲線」を flatten「平坦にする」ことの意味とその必要性に関して、本格的な説明が始まります。第５文では、「曲線」が上昇する原理について書かれています。
構文上のポイントは特にありませんが、主節の、副詞の比較級 faster には、「病気になる人々の数が安定して推移している時よりも」というニュアンスがあります。

第６文

If that happens, it's more likely that we'll surpass the level at which the health care system will be overwhelmed.

もし、そのような事態が起これば、［「曲線」が急速に上昇するようなことが起これば、］私達は、医療機関があまりにも多くの患者で手に負えなくなるレベルを超えてしまう可能性が、より高くなるでしょう。

第６文では、第５文の内容を受けて、「曲線」が急速に上昇する結果、及ぼす影響について書かれています。if節の主語 that は第５文の the curve rises faster を受けています。
構文上のポイントは次の２点です。
・Key expression で取り上げた it's more likely that節［Key expression参照］
・名詞句 the level〔at which the health care system will be overwhelmed〕
前置詞＋関係代名詞が導く関係詞節〔at which the health care system will be overwhelmed〕「医療機関があまりにも多くの患者で手に負えなくなる」が the level「レベル」を修飾しています。
なお、be overwhelmed はあまりにも多すぎて対処できない状態を表す表現であり、今回は、「あまりにも多くの患者で手に負えなくなる」と語句を補って意訳しました。

第７文

No matter how good our system is, there’s always a limit to how many people our health care system can help at one time, from the number of nurses, doctors and health care professionals, to the number of available beds and equipment.

我が国の医療機関がどれほど優れていても、どれだけの人々［コロナウイルス感染症患者の人々］を我が国の医療機関が助けることが可能なのかは、常に限界があります。というのは、看護師、医師、医療専門家の数から、利用可能なベッドと医療機器の数に至るまで、常に限りがあるからです。

第７文では、第６文の the level〔at which the health care system will be overwhelmed〕「〔医療機関があまりにも多くの患者で手に負えなくなる〕レベル」について詳しく説明しています。a limit は前文の the level を受けています。

構文上のポイントは以下の点です。
・No matter how ＜形容詞or副詞＞ S'＋V'～, ［Key expression参照］
・There's always a limit to～「～には限界がある」の 前置詞 to の後の
    間接疑問。
    前置詞 to＋＜名詞＞ が、前置詞 to＋＜間接疑問の名詞節＞となっていま
    す。意味的には、この間接疑問の名詞節を名詞句に置き換えて、
    there’s always a limit to the number〔of people [whom] our health care
    system can help〕
  「我が国の医療機関が助けることが可能な人々の数には常に限界がある」
    としたら分かりやすいかと思います。
    なお、この間接疑問を普通の疑問文を直すと、
    How many people can our health care system help ～?
   「我が国の医療機関は何人の人々を助けることができますか。」
    となります。How many people は can help の目的語です。

・副詞句 from A to B「AからBに至るまで」のAとBに該当する語句が長い。
    from the number of A to the number of B「Aの数からBの数に至るまで」
   と考えます。そのAに該当するのが、nurses, doctors and health care 
   professionals「看護師、医師、医療専門家」、そして、Bに該当するのが、
   available beds and equipment「利用可能なベッドと医療機器」です。

☆ 翻訳上のポイント
    There's always a limit の後の副詞句が非常に長いので、この文を次のよう
    に２つの文に分けて訳しました。
    ・No matter how good our system is, there’s always a limit to how many
        people our health care system can help at one time.
    ・there’s always a limit from the number of nurses, doctors and health care
        professionals, to the number of available beds and equipment.
    その際、２つ目の文は「というのは～だからです」と理由加える形に訳し
    ました。

第８文

That’s why we need to urgently slow the number of people getting infected, that’s why we need to 'flatten the curve'.

そういうわけで、（新型コロナウイルスに）感染する人々の増加スピードを至急に遅らせる必要があるのです。そういうわけで、「曲線を平坦にする」必要があるのです。

第８文では、第５文～第７文の内容を「だから、そういうわけで」と受けて、”flatten the curve”「曲線を平坦にする」という表現の意味をまとめ、その緊急的必要性を強調しています。
この文では、slow the number of people getting infected「感染する人々の増加スピードを遅らせる」ことが、すなわち、”flatten the curve”「曲線を平坦にする」という表現の意味であるとされています。

構文上のポイントは一点、
・名詞句 the number〔of people getting infected〕「感染する人々の数」
に関してです。
その名詞句のさらに中にある名詞句 people〔getting infected〕では、
現在分詞 getting が導く形容詞句〔getting infected〕が people を修飾しています。この people〔getting infected〕は関係代名詞を用いて次の言い換えるとより分かりやすいかと思います。進行形の意味は含まれないことに注意！
    ☆ people 〔who get infected〕「感染する人々の数」

☆ 翻訳上のポイント
    slow the number of people getting infected に関して、そのまま直訳する
    と、「感染する人々の数を遅らせる」となり「数を遅らせる」というのは
    日本語の意味として非常に違和感があります。
    そこで、ウェブ版の Macmillan English Dictionary における動詞 slow の語
    義の１つ、reduce the speed at which it happens を生かして、
   「感染する人々の増加スピードを遅らせる」と訳しました。
