For example, Article 9 of the Constitution of Japan.
Article 9. Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.
-Does it apply to people who don't know what it means?
-Who are Japanese people?
-Is it the responsibility of those who don't know what it means?
-It doesn't make sense to Japanese citizens either.
-How does it work?
-Is sanctioning, punishment, etc. always necessary?
