ツルは宮崎県最初の訓導（正規教員）の一人である父のもと生まれます。宮崎県師範学校女子部（現在の宮崎大学）を卒業、木花小学校、大淀小学校、宮崎県師範学校附属小学校で教員となります。25歳であった1920年に、古城小学校の校長に着任。全国で初めての女性校長が誕生します。大きく新聞で報道され、全国から激励の手紙が相次ぎます。ツルは終日、運動場や教室で児童と一緒に過ごします。理科の授業の一部を家庭科で行い、図書室や炊事場を利用して家庭科の実習を行うなど、形にとらわれない実際の家庭生活の役に立つように教えています。また、校長着任の年に古城小学校併設の農業補習学校長も兼任。校区の住民に青年教育の必要を説き、自ら夜学の指導にもあたります。彼女の情熱的な指導は、児童だけでなく住民からの惜しみない協力を引き出し、運動会・学芸会などの学校行事には父母や青年団が出て進んで奉仕、古くなっていた校長住宅を青年団が山から木材を切り出し立派な瓦ぶきの住宅に建て替えます。校長在任2年で旅順高等女学校に転任。35歳で結婚して教育界から引退します。
Tsuru was born to a father who was one of the first regular teachers in Miyazaki Prefecture. She graduated from the Miyazaki Prefectural Normal School for Girls (now Miyazaki University) and became a teacher at Kibana Elementary School, Oyodo Elementary School, and the Miyazaki Prefectural Normal School Affiliated Elementary School. In 1920, at the age of 25, she assumed the position of principal at Kochi Elementary School, becoming the first female principal in the country. This event received extensive coverage in newspapers and brought forth a wave of encouraging letters from all over the nation. Tsuru spent her days alongside the children on the playground and in the classrooms. She taught portions of science classes through home economics, and incorporated practical household skills by utilizing the library and cooking facilities. She aimed to teach skills relevant to real family life without being confined to traditional methods. In the same year as becoming the principal, she also took on the role of principal at the agricultural supplementary school affiliated with Kochi Elementary School. She convinced the local residents of the necessity of youth education and personally conducted night classes. Her passionate leadership not only garnered cooperation from the children but also inspired parents and the youth association members to participate actively in school events such as sports days and cultural festivals. The youth association members even dismantled the old principal's residence and constructed a splendid tiled-roof house from cut wood obtained from the mountains. After serving as principal for two years, she was transferred to Ryojun Higher Girls' School. At the age of 35, she married and retired from the field of education.
