京都堀川団地再生まちづくり:2024年6月7日(金)

京都市の堀川通りには,第二次世界大戦の戦時・戦後の面影が残っている。今の堀川通りは,京都市を南北に走る主要通りのひとつである。北は加茂街道,南は鉄道の東海道本線と交差する北辺りで,油小路通りと合流している。しかし,太平洋戦争前には現在のような幅の広い堀川通りは存在していなかった。戦時中に戦争用の兵器等を運搬するために広くしたものである。平安京では堀川小路と呼ばれていた。

 堀川押小路から堀川今出川辺りを歩いてみると分かるが,今は堀川通りの東側の低い位置に小さな堀川が流れている。平安時代には堀川の川幅は約12mあり,物資を運搬する水路として重要な川であった。

 堀川丸太町を北に進むと,堀川通りの西側に背の低い3階建て建物の『堀川団地』がある。大戦後,1950(昭和25)年から53年にかけて,住宅難解消と堀川商店街の復興をめざして建設された。1階に14戸の店舗と48戸の店舗付住宅があり,2階と3階を122戸の賃貸住宅とした6棟の店舗付き集合住宅が建設された。

 堀川団地は,堀川通側の前面に店舗を構え,奧の西側に住居を併設した店舗付き住宅として設計されており,全国初の店舗付き集合住宅として注目を浴びた。現在,未来へ紡ぐ京都堀川団地再生まちづくりを目指して,「アートと交流」をまちづくりコンセプトに掲げ,京都府住宅供給公社が「子育て世帯向け住戸」を募集し,いっしょにまちづくりを進めてくれる入居者を募集している。堀川出水団地では,部屋の広さは約61平米で,家賃79,300円/月だそうだ。

Kyoto Horikawa Housing Complex Revitalization and Town Development:June 7th(Friday)

Horikawa Street in Kyoto retains traces of the wartime and post-war periods of World War II. Today, Horikawa Street is one of the main streets running north-south through Kyoto City. To the north, it becomes Kamo Street, and to the south, near where it intersects with the Tokaido Main Line railway, it merges with Aburanokoji Street. However, before the Pacific War, there was no wide Horikawa Street as we see today. It was widened during the war to transport military equipment. In the Heian period, it was called Horikawa Alley(Horikawakoji).

If you walk from Horikawa Oshikoji to Horikawa Imadegawa, you will notice a small Horikawa River flowing at a lower elevation on the east side of Horikawa Street. In the Heian period, the river was about 12 meters wide and served as an important waterway for transporting goods.

As you proceed north from Horikawa Marutamachi, you will find the three-story 'Horikawa Housing Complex' on the west side of Horikawa Street. Built between 1950 (Showa 25) and 1953 to alleviate the post-war housing shortage and revive the Horikawa shopping street, the complex consists of six buildings with shops on the first floor. These include 14 shops and 48 shop-attached residences on the first floor, and 122 rental apartments on the second and third floors.

The Horikawa Housing Complex, with shops facing Horikawa Street and residences located in the back to the west, was designed as a shop-attached housing complex and attracted attention as the first of its kind in Japan. Now, aiming to revitalize the Horikawa Housing Complex in Kyoto and carry it into the future, the Kyoto Prefectural Housing Corporation has set "Art and Interaction" as the town development concept. They are recruiting "family-oriented units" and looking for residents who will help advance the town development together. At Horikawa Demizu Housing Complex, the room size is about 61 square meters, and the rent is 79,300 yen per month.
