金融庁サステナブルファイナンス有識者会議第四次報告書：2024年7月10日（水）

7月9日に，日本では金融庁サステナブルファイナンス有識者会議の第四次報告書（2020年12月から開始して4年近くが過ぎている）が公表された。「会議は踊れど進まず」，誰のせいでしょうか。残念ながら，有識者会議との名称ではあるが，そこには，この分野で有識者といえる人は数える程度しかいない。正直なところ，会議に出席することによって勉強しているような人ばかりである。こんなところで人的投資をしている時間的余裕はないのではなかろうか。これでは，進みようがないだろう。もっと強いリーダーシップと，強制力のある戦略策定が求められている。おそらく，こうした会議は，物事の事象の後解釈を期待する会議ではないはずである。

　1994年に発効した国連気候変動枠組み条約（ちなみに，公式文書としては「枠組み」の「み」が入っていることに注意）に基づいて，気候変動の緩和・適応に取り組むために，1995年以降，毎年，どこかの批准国において締約国会議が行われ，対応が協議されてきた。コロナ禍で1回開催休止になっている。2024年にアゼルバイジャンでCOP29が開催される。残念ながら，30年間も締約国会議は「踊ってきた」が，地球規模の気候変動対策としての具体的な内容は遅々として「進んでこなかった」。

　経済産業省や環境省における気候変動対策の取り組みに向けた施策も決して迅速な対応とは言えないが，金融業界の気候変動対応は，それに輪を掛けたように遅い。人体の血流にも例えられるような，経済における金融業界の役割であるが，脱炭素社会移行には金融業界にそうした役割を期待してはいけないようだ。

　脱炭素社会移行を加速化させるために，最も改革しなければならない業界こそが金融業界ではないかと，金融庁サステナブルファイナンス有識者会議の第四次報告書を読んで，率直に思った。

Fourth Report of the Expert Panel on Sustainable Finance by the Financial Services Agency：July 10th(Wednesday)

On July 9, the Fourth Report of the Expert Panel on Sustainable Finance by the Financial Services Agency (which started in December 2020 and has been ongoing for nearly four years) was published in Japan. "The dance continues but there's no progress," whose fault is it? Unfortunately, despite the name "Expert Panel," there are only a few people in the panel who can be considered experts in this field. Frankly, most of the attendees seem to be learning by attending the meetings. There is no time to invest in human resources in such a place. This way, progress cannot be made. Stronger leadership and the formulation of a more compelling strategy are needed. Presumably, this kind of meeting is not meant to expect post-event interpretation of matters.

Based on the United Nations Framework Convention on Climate Change, which came into effect in 1994 (note that the official document includes the character "み" in "Framework"), the Conference of the Parties has been held annually in one of the ratifying countries since 1995 to discuss and address climate change mitigation and adaptation. It was paused once due to the COVID-19 pandemic. COP29 will be held in Azerbaijan in 2024. Unfortunately, the Conference of the Parties has been "dancing" for 30 years, but concrete measures as global climate change countermeasures have "not made significant progress."

The measures taken by the Ministry of Economy, Trade and Industry and the Ministry of the Environment for climate change are not necessarily swift, but the financial industry's response to climate change is even slower. The financial industry's role in the economy is often compared to the bloodstream in the human body, but it seems we cannot expect such a role from the financial industry in the transition to a decarbonized society.

After reading the Fourth Report of the Expert Panel on Sustainable Finance by the Financial Services Agency, I honestly thought that the financial industry is the one that needs the most reform to accelerate the transition to a decarbonized society.
