明治政府の官僚の多くが旧幕臣だったのはここに理由があります。
旗本の役人だった(名主)田中正造も
その１人と言えます。
彼は故郷を追われた後、東北にかつて
存在した江刺県花輪局(現在の秋田県鹿角市花輪)で働く事になりました。
彼の仕事は担当地域の農業の管理でしたが、そこで東北地方の農民たちが
冷害による不作にあえいでいる現実を見る事になります。

His job was to manage agriculture in his area of responsibility, where he saw the reality that farmers in the Tohoku region were suffering from poor harvests due to cold weather.
