輸出管理に関する日本の国際評価は韓国よりかなり低い

経産省は韓国をホワイト国から除外した理由として体制の脆弱性をあげている。この論点に関しては既に 韓国のホワイト国除外が不適当な理由　〜人材、組織規模〜 で説明をしたが、その中で輸出管理に関する国際評価について深堀したので、あくまで素人の解釈ではあるが、改めてnoteにまとめておく。

韓国政府が脆弱性を否定する理由として、米国科学国際安保研究所(ISIS)と言う米国の民間機関の評価を提示している。実はこの評価については少し自信が無い。と言うのは、このISISと言う機関自体の国際評価がよく分からないからである。プロの間でこの結果はどういう風に扱われているのか、そこまでは調べきれておらず、韓国政府が使っているという結果でしかないのは確か。

その様な前提が有りつつ、評価の中身自体はかなり本格的なのではと思っている。以下に具体的に説明してみる。参考にしたのは「危険の流布指数(PPI:Peddling Peril Index)2019」と言う論文で、webから入手できる。

まず、この論文の主要な結果は以下である。

ここで、評価項目は以下の5個で、総点1300点となっている。
①核拡散防止条約の締結など国際社会との約束(100点)

③戦略物資貿易を監視・発見する能力(200点)
④拡散資金調達を阻止する能力(400点)
⑤執行の妥当性(400点)
