時皇后令奏言「陛下納八田皇女爲妃、其不欲副皇女而爲后。」遂不奉見、乃車駕還宮。天皇於是、恨皇后大忿、而猶有戀思。

≪英訳≫

On the 7th day of the eleventh month, the Emperor traveled by riverboat to Yamashiro. During the journey, a mulberry tree floated down the river towards him. Observing a branch of this tree, the Emperor recited a poem:

"Even Empress Iwanohime does not easily lend her ear to pleas. Like the mulberry at the river's bend — unapproachable, it drifts near then away, again and again."

The next day, the Emperor arrived at Tsutsuki Palace and called for the Empress. However, she did not come to meet him.

The Emperor then composed another poem:

"As the Yamashiro woman digs with her wooden hoe, pulling up a radish whose leaves rustle noisily, so too does the clamor of your words stir the air. I came with many, hoping to see you amidst the densely branched trees."

"Your Majesty has taken Princess Yata no hime as a consort. I do not wish to serve as Empress alongside the princess." Thus, she refused to meet him. The Emperor's carriage then returned to the capital.

Deeply aggrieved that the Empress was greatly angered, the Emperor continued to long for her affectionately.

十一月の七日に、天皇は山城 (やましろ) に向かって河船で旅をされました。その途中で、水面を漂う桑の木を見かけられました。その光景を見て、天皇は次のような歌を詠まれました。

「磐之媛皇后 (いわのひめこうごう) は簡単には耳を傾けてくれない。手の届かない川の曲がり角にある桑の木のように、近づいたかと思えば流れていってしまう。」

翌日、天皇は筒城宮 (つつきのみや) に到着され、皇后を呼ばれましたが、皇后は会いに来られませんでした。

そのため、天皇はさらに歌を詠まれました。

「山城女(やましろめ)が木の鍬(くわ)で掘り出した大根。その大根の葉のざわつくように、ざわざわとあなたがいわれるから、見渡す向うにある木の枝の茂るように、多勢人を引きつれて逢いにきたのに」

そしてもう一つ歌を詠まれました。

「山城女(やましろめ)が木鍬をもって掘り起した大根のような、真白な腕を巻き合ったことがなかったならばこそ、私を知らないとも言えようが」

皇后は使者を通じて返事を送られました。
「陛下は八田皇女 (やたのひめみこ) を妃として迎えられました。私はその皇女と共に后として仕えるつもりはありません」と言い、結局会うことはありませんでした。天皇の車は都へと戻られました。

天皇は皇后が大変お怒りになっていることを非常に残念に思い、なお皇后を慕い続けられました。
