≪英訳≫

On the sixth day of the second month in the fourth year, the sovereign issued a decree to the ministers stating, ‘Climbing the high palace and looking far and wide, I see no smoke from the houses around. This likely means that the people are too impoverished to even cook their meals.

In the past, during the reigns of the sage kings, the people would chant  songs and praise the virtue of their ruler and there were songs of peace and prosperity in every home.

Now, three years into my governance, no such praises arise, and cooking smoke has become sparse. This is because the crops have failed, and the people are in dire poverty. If this is the state inside the capital, what must it be like in the distant provinces?’”

“On the twenty-first day of the third month, another decree was issued: ‘For the next three years, all taxes shall be suspended to alleviate the suffering of the people.’”

“From that day, their garments and shoes were worn until they fell apart, and food was not discarded unless it spoiled. They reduced their desires and conducted themselves with modesty to lessen the burden on the people. The palace walls were left unrepaired even if they crumbled, and the roof was not rethatched even as it deteriorated, allowing rain and wind to seep in and wet their robes, and the stars to be seen from inside the rooms. 四年目の春、二月六日に、群臣に詔(みことのり)をして「高殿から遠くを眺めると、辺りに人家の煙が見えない。これは、人々が貧しくて、食事を作ることができないためであろう。昔、聖王が治めていた時代には、民は君主の徳を讃え、家々では平和を喜ぶ歌が聞かれました。現在、私が政治を行って三年が経つが、賞賛の声は上がらず、炊煙もまばらだ。これは五穀が実らず、農民が貧困に苦しんでいるからだ。都の中ですらこのような状態だから、遠い地方はどうなっているであろうか」と述べられました。

三月二十一日には、「今後三年間、すべての課税を停止し、民の苦しみを和らげよう」という詔が出されました。

この日から、衣服や履物は破れるまで使い、食物は腐るまで捨てませんでした。自らを律し、質素に行動することで、民の負担を軽減されました。宮殿の垣も壊れても直さず、屋根の茅も崩れても修繕せず、雨風が入り込み、御衣を濡らし、星が室内から見えるほどでした。その後、天候は穏やかになり、五穀は豊かに実り、三年間で人々は繁栄し、徳を褒める声が上がり、炊煙もにぎやかになりました。
