おつかれさまです。スウェーデンに来ております山田です。ESDの歴史について見ていきたいと思います。
1977年 トビリシ会議
地球環境問題が露呈してくるなか、ESDの前身である環境教育(Environmental Education: EE)の役割について議論された。
1987年 ブルントラント委員会
日本の提案で発足。1987年に開催されたブルントラント委員会の会議で「持続可能性 (Sustainable Development: SD)」の重要性が初めて提唱された。
1992年 地球サミット
リオ・デ・ジャネイロで開催され、地球環境問題に対する国際フレームワークのアジェンダ 21が採択される。地球や自然にインパクトを与える人間行動の社会的・経済的側面が注目されるようになる。EEからESDへの契機。
2002年 ヨハネスブルグ ・サミット
リオ＋10とも呼ばれる、持続可能な開発に関する世界首脳会議が行われた。ここで日本が2004年から10年間を「Decade of Education for Sustainable Development (DESD) 」と提唱した。ESDが確立される。
2012年 地球サミット
20年の時を経て、再びリオで開催されたリオ＋20。参加国は、MDGsを基にSDGsをスタートさせることに合意する。ESDの重要性が再確認された。
2015年 国連総会
2030年アジェンダが採択される。17のSDGsが発表され、SDの発展への道筋が立てられる。ターゲット4.7にESDが明記されており、これまでESDはSGDsと伴走してきた。
ESDはEEから始まり、重要な国際会議を通じて社会的、経済的側面を組み込むことで今日まで発展してきました。現在では、SDGsと共に国際課題を解決するための重要なファクターになっています。
