都市計画の歴史
遠くは、ローマにさかのぼるけれど
ロンドンの田園都市
地方から大量にロンドンに
労働者が流入したのが、ことの一つのおこりのようだ
　衛生や治安など様々な要素がいりまじっている。
日本は、東京を作り上げる過程で、始まったと言える
　治安と衛生、田園都市
農業、住居、商業との調節の中で主に内務省により進められた上からの動きと言える
　そこには、内務官僚の理想とキリスト教徒の理想も混じっていたが、鉄道や不動産業の利権に理想は、飲み込まれた
　戦後も、農業から工業への転換の国策という上からの都市計画の枠は、変わらなかったが
　徐々に、公害、自然保護、開発抑制の住民運動が伏し目を帰る
　
　そこから、条令が作られさらに、国の都市計画法の枠を下から変えた
　その歴史を知らず、それを、使いきれないのは、もどかしい
