【英検準一級ライティング#3#4】ペットの飼育を免許制にすることについて

はじめまして。
とっとちゃんです。
 
ステイホームの時間を利用して、
10/11に英検準一級を受験します。
高校生以来の英検受験となります。
 
履歴書に書く資格ためにと始めたのですが、意外と楽しくできていて驚いております。全く自信がなくおびえていた、ライティングも、DMM英会話で先生にみていただき、一歩ずつ進んでいます。
 
友人(先輩?)が同じ日に一級を受験するのこと、その方が毎日ライティングをブログにアップしているのに勇気づけられ私も始めてみました!

今日のテーマは『ペットの飼育を免許制にすることについて』で
反対と、賛成の立場で書いた2日分のエッセイです。
 
ペット飼育の免許生の議論や、ヨーロッパにおける動物の生存権(?)意識の高さについても正直知りませんでした。また、エッセイという形式も知らなかった。。
そんな私にとって、このライティング学習はとっても新鮮で楽しいのです。

The issue of discarded pets has been a major problem for quite a while. Some people insist that pet owners should be licensed by the government because they need to have responsibility for raising living things. But I don't think it's a good idea to create a new license for them for two reasons.

[main body]
First, the government should not interfere with whether people have a right to get a pet or not.
It is like a license for having kids. Both are an individual choice. The government, instead, should provide opportunities for these people to learn skills to keep pets and improve their ability to fulfill responsibilities as pet owners.

Second, from the viewpoint of cost, the government should not create a new licensing system because it would be an unnecessary increase in costs. If the government certifies pet owners, it requires a new law, new offices, and staff members to do so, which will cost a lot of money.

In conclusion, I think the government should not license pet owners.

Tens of thousands of discarded pets are killed by the government every year in Japan. Although the number is declining, there is still a large number of pets being discarded every year. As some people insist, I think pet owners need to be licensed.

[main body]
First and foremost, animal rights are not emphasized enough in Japan. Some countries protect pet's rights by legislation, which has proven to be quite effective. That is why I think a licensing system will work in decreasing the number of abandoned pets.

Secondly, raising living creatures including pets requires skills and knowledge. If pet owners were licensed, people who want to have pets would consider more whether they really want pets or not. And fostering abilities to keep pets could promote their responsibilities to care for pets until the last moment.

In conclusion, pet owners should be licensed for protecting the right to live for these pets.
