今回のコロナ禍にあって、福岡市の音楽業界へのサポートは非常に素早く手厚かった。ライブハウス、劇場などに対して、無観客での映像配信設備等にかかる経費を支援。さらに、ウェブ配信動画制作に関する費用の支援も追加で発表された。
福岡の街は、1970年代から日本の音楽シーンを席巻。”日本のリバプール“と呼ばれ、多くの才能を生み出してきた。この約半世紀に及ぶ時間のなかで、音楽やエンターテインメントは、街の人々の心の支えとしても、産業としても欠かせないものになっており、そうした土壌が、他の街にはない行政の強力なサポートにもつながっているのだ。
齋藤さんは、そうした福岡の音楽シーンの中にいながら、音楽を通したアジアとの交流を進めてきた。現在、その中心となるイベント” FUKUOKA ASIAN PICKS”のプロデューサーを務めている。
ポスト・コロナを見据えた、福岡とアジアをつなぐ共創においては、リアルとデジタルがしのぎを削る。福岡発で、描かれるであろうビジョンには、国を問わず多くの人が共感できるはずである。

Q：現在の周りの状況を教えていただけますか。
「他の場所の皆様と同じ状況かと思いますが、勤務先や協力会社は殆どテレワークにシフトしており、中には4月頭から休業を決断した会社もございます。
ライブエンターテインメント業界は壊滅的で、クリエイターは元より、エンタメを支える全ての人たちが生き残ることで精一杯です。
私が住んでいる福岡県福岡市は、混乱はありませんが人通りも少なく、飲食店の皆様も休業を余儀なくされています。福岡の持つ魅力の１つであろう外食産業が衰退することも心配です。我々はみな生き残ることで精一杯です」
Q：どこの国でも音楽業界は大きな打撃を受けています。現在の仕事の状況を教えてください。
「私はイベントの企画・制作・運営セクションにいますが、現在、集客イベントは皆無（実施不可能）ですので、現場がないため、テレワーク中です。
ただ、このコロナ禍において加速している社会の変化、人々の心の変化、はアフターコロナ、ウィズコロナにおいても変わらないと思います。
今できることは、コロナ禍の状況下ならではのエンターテインメント発信と、コロナが落ち着いた時にも自走できるシステム作りと思い、地元のチームと企画を練っている状況です」

Q：現在の状況の中、あなたの国では、政府から音楽や文化に携わる人に対してどんなサポートがありますか？ また、それに満足していますか？
「日本国政府発信の音楽・コンテンツ産業へのサポートとは別に、地方ならではの、その土地の状況にあったサポートが必要と考えています。
福岡市の高島宗一郎市長は、地元でそういったエンタメ産業に関わっている方々（ライブハウス、クラブ、文化施設やPA、照明、映像制作、デザインなど）の生の声を吸い上げようというスタンスを持った方で、実際に私も参加している福岡ミュージックマンスチームとしても行政へ声を届けることが出来るチャンネルがあります。そういった取り組みは感謝していますし、行政が出来るサポートと民間ができるサポートの両輪で物事を進めるべきだと思っています。
今後、行政と連携しつつ、我々自身が何が出来るかが肝だと考えています」
Q：今、ミュージシャンや音楽関係者が社会に対してできるのは、どういうアプローチでしょうか？
「いまは生き残ることで精一杯ではあるので、第一に考えるべきことは身体と心の健康と安全です。生活を豊かにする為にはエンタメは必要だと考えています。いま音楽に従事する方々が社会に対して出来ることは、支援をお願いすることだけではなく、新しいアプローチで多くの人たちを楽しませる仕掛けを生み出すことだと思います」
Q：現在の状況にあって、音楽・エンターテインメントの役割とはなんだと思いますか？
「音楽・エンターテインメントは心を豊かにするもの、感動や幸せを伝播することが出来る魔法だと思います。歴史を見た時には、テクノロジーの発達がエンタメの進化であったと思います。クラシックコンサートから、音響機器の進化がありより大勢の人たちが生演奏を楽しむことが出来るようになり、着うたが生まれ、SNSが当たり前になる。
コロナ禍の影響によって加速度的に進化する配信技術や、それによってもたらされる生活スタイル、社会の仕組み、人々の心の持ちようの変化、そういったものに合ったヒーローが生まれることが求められると思います。ヒーローというものは個人的なアーティストに限られた話ではなく、新しいエンタメのシステム全体を指すかも知れません」

Q6：先の見通しを立てることが難しい状況ですが、今、コロナの後のために考えていることがあれば教えてください。
「こういう状況ではありますが、常に未来は考えておくべきだと思います。
コロナであったり、食糧問題や環境問題など、いまや国や地域を越えて共に取り組むべきものが多いと思います。もはや国境が足かせになることはナンセンスでもあると考えます。
我々はオンラインで生きており、リアルとの接点をどれだけ作れるかが重要と思います。行き着く先はバーチャルであり、世界中の人たちがフラッと集まることが出来るプラットフォーム（メディアとしても機能するもの）が必要かと思います。そういったものの制作に着手出来ればと思います」
Q：国境を越えて音楽を通した友人たちと何かできるアイデアがあればシェアしてください。
「国境を越えて、共創すべきと思います。
これはコロナ禍より前から考えていることですが、ミュージシャンやアーティストなど演者を国々で繋げて、その相互の土地で人気者にすることは重要ですが、アーティスト同士が一緒に新しい作品を作り、新しい価値を生むことが重要と考えます。
"FUKUOKA ASIAN PICKS"はアジア各国の音楽人と連携して、アーティストのマッチングや、ライブツアーなどを組むことが出来るプロモーターチームを作りたいと思います。このチームがアジアにおける音楽・コンテンツ産業の駆け込み寺となり、拡張性をもった受け皿になることを望みます」

「COVID-19で亡くなられた方々へ謹んでお悔やみ申し上げますとともに、心からご冥福をお祈りいたします。また医療従事者、ライフラインを死守して下さっている方々へ感謝の気持ちでいっぱいです。一日でも早くこの事態が収束し、安心で安全な毎日となることを願っております。

レコード会社勤務を経て、2017年よりFJ.entertainment Worksにてイベント企画制作を担当。Zero-Ten兼務。
主に福岡の大型商業施設「キャナルシティ博多」を担当し、現在は、地域活性化無料音楽イベント「中洲ジャズ」や、福岡とアジアの交流を目的としたイベント「FUKUOKA ASIAN PICKS」などの制作に携わる。

In the midst of this corona virus epidemic, Fukuoka City's support for the music industry has been very quick and generous. Support for live music venues and theatres for the cost of video distribution equipments without an audience. Additional support was also announced for the cost of producing web-delivered videos.
The city of Fukuoka has dominated the Japanese music scene since the 1970s." Known as the "Liverpool of Japan", he has produced a lot of talent. Over the past half-century, music and entertainment have become both a source of emotional support for the people of the city and an indispensable industry.
In the midst of this, Kohei has been promoting exchanges between Fukuoka and Asia through music. He is currently working as a producer for the main event "FUKUOKA ASIAN PICKS".
With a view to the post-Corona era, real and digital are the key to co-creation between Fukuoka and Asia. I'm sure that many people in Japan and around the world will be able to relate to the vision that will be drawn up from Fukuoka.
We would like to create a promoter team that matches artists and organizes live tours in cooperation with musicians from all over Asia.
Q：Please tell me your surrounding situation.
“I'm sure it's the same situation as everyone else in other places. Most of the workplaces and partner companies have shifted to remote work, and some of them have decided to take a leave of absence since the beginning of April.
The live entertainment industry is devastated. Not only the creators, but all the people who support the entertainment industry are doing their best to survive.
In Fukuoka City, where I live, there is no confusion, but there is not a lot of traffic, and restaurants have been forced to close their doors. I'm also worried about the decline of the food service industry, which is one of the attractions of Fukuoka.
We're all just trying to survive.”

Q：The music industry in every country is taking a big hit. What is your current work situation?
“I'm in the event planning, production and operations section of the event, and it's currently impossible to implement an event that attracts customers. So, I'm working remotely because I don't have an on-site job.
However, I think that the changes in society and people's minds that are accelerating in the current situation are the same in after Corona and with Corona.
What we can do now is to transmit entertainment unique to the situation of the corona disaster and to create a system that can run on its own even when the Corona has settled down, and we are making plans with local teams.”
Q：In the current climate, what kind of support is there from the government for people involved in music and culture? Also, are you happy with it?
“Apart from the Japanese government's support for the music and content industry, we believe that local support is needed that is unique to each region and is suited to the local situation.
The mayor of Fukuoka City, Mr. Souichiro Takashima, has a stance that he would like to hear from people involved in the local entertainment industry (live houses, clubs, cultural facilities, PA, lighting, video production, design, etc.).
In fact, the "Fukuoka Music Month" Team, of which I am a member, also has a channel that allows them to reach out to our local government.
I am grateful for that kind of effort, and I believe that things should be done with the support that the government can provide and the support that the private sector can provide.
In the future, I think the key is what we can do for ourselves in cooperation with the government.”
Q：What is the best approach that musicians and music professionals can take to society right now?
“The first thing to think about is the health and safety of your body and mind, as we are all trying to survive right now. I believe that entertainment is necessary to enrich our lives. I think what people engaged in music can do for society now is not only to ask for support, but also to create a new approach to entertain many people.”

Q：What do you think is the role of music / entertainment at the moment?
“I believe that music and entertainment is a magic that enriches the mind and can propagate emotion and happiness.
When you look back at history, I think the evolution of entertainment has been the development of technology.
From classical concerts, the evolution of audio equipment has made it possible for more people to enjoy live music, chaku-uta(Ringing song) was born, and SNS has become the norm.
I think it's necessary to create new heroes that match the rapidly evolving delivery technology that has been affected by the corona virus, and the changes in lifestyles, social systems, and the mindset of people that have been brought about by it.

“Despite these circumstances, I think we should always think about the future.
There are many things that need to work on together across countries and regions, such as the corona virus, food issues, and environmental issues. I think it is also nonsense that borders are no longer a fetters.
We live online, and I think it's important how well we can make contact with people in the real world. The destination is virtual, and I think we need a platform (that also functions as a media medium) where people from all over the world can come together in a flash.
I'd like to be able to start working on something like that.”

Q：Do you have any ideas to share with your friends across the border and through your music?
“I think we should transcend borders and co-create.
It is important to connect musicians, artists and other performers in different countries and make them popular in each other's lands, but it is also important for artists to create new works together and create new values.
FUKUOKA ASIAN PICKS would like to make a promoter team that can work together with musicians from Asian countries to match artists and organize live tours.
We hope that this team will become a catalyst for the music and content industry in Asia, and that it will become a receptacle with scalability.”

Born and living in Fukuoka City.
After working for a record company, he has been in charge of event planning and production at FJ. entertainment Works since 2017, where he also serves as Zero-Ten.
He has been in charge of Canal City Hakata, a large commercial facility in Fukuoka, and is currently involved in the production of “Nakasu Jazz”, a free music event for local revitalization, and “FUKUOKA ASIAN PICKS”, an event aimed at exchange between Fukuoka and Asia.
