AISI(AIセーフティ・インスティテュート)って何？

2023年12月、岸田総理から、１月中を目途にＡＩセーフティインスティテュートを設立するとの発表があった。2月現在において、ＡＩＳＩのＨＰが立ち上がっており、これから詳細が発表されると思われる。

In December 2023, Prime Minister Kishida announced that Japanese government would establish an AI Safety Institute by the end of January, based on the idea that Japan needs an organization to conduct research on AI safety evaluation methods and create standards in cooperation with overseas AISIs. As of February, the AISI website is up and running, and more details are expected to be announced in the near future.

設置されるのは情報処理推進機構ということで、今後、詳細が期待される。特に、HPを見ても判断できない点として、例えば、

①セーフティとセキュリティの違いをどのように整理するのか
②リスクのスコープをどこまでと想定すべきか
③アメリカのAISIはコンソーシアムを募集していたが、日本のAISIはこの枠組みに参加するのか
④AIのリスク評価とあるが、ガバナンス認証なのか、技術認証なのか。
等沢山ある。

これについては、「世界のAISI機関と状況を踏まえつつ、検討中」という回答であろうが、早急の見解が必要である。

Since the AISI will be established in the Information-Technology Promotion Agency, more details are expected in the future. In particular, what cannot be determined from the website, for example,

(1) How should the difference between safety and security be organized?
(2) To what extent should the scope of risk be assumed in AISI?
(3) The U.S. AISI was recruiting for companies in a consortium, but will the AISI in Japan participate in this framework?
(4) Although it refers to risk evaluation of AI, I am wondering if it is governance certification or technology certification?

The answer may be " These questions are under consideration while taking into account the situation with AISI organizations around the world," but an immediate view is needed.
