　前駐伊大使でA級戦犯であった白鳥敏夫が吉田茂外相に宛てた手紙。戦争放棄の内容が結語に綴られ、GHQにも報告されたもの。

いかなる状況にあっても自らの国民を戦争に参加させないという天皇の誓い、どのような政権下でどのような形であっても国民が兵務を拒否できる権利、国のあらゆる資源の軍事目的での使用の完全な拒否が含まれた条文が盛り込まれることを提案する。日本が、真に平和国家たらんとするならば、このような提案が新生日本の基本法の礎石とならなくてはならない。天皇の使命は、平和と安らぎの中で我が国を統治すること。それは、憲法制度において、まったく新しいものとなる。
