Law the Hong Kong Autonomy Act#03/香港自治法をめぐって

Currently, China has $3.1 trillion in U.S. Treasuries (actually, they are in protective custody of the Fed, so what they have are not securities, but Fed-issued certificates of deposit). Under Hong Kong's Local Government Act, this trading is suspended.
You know what I mean. It means that the U.S. has "refused" to pay the debt it owed to China in the name of government bonds.
It also means that all banks in China will not be able to trade dollars with foreign countries. Foreign trade, even in China, is mostly in dollars. Most of China's foreign exchange reserves are in dollars.

At the end of August, the G7 summit will be held in the United States. The main topic of discussion here will be sanctions against China. Prime Minister Abe has been asked to participate as a host, and Japan will have a very important responsibility for this summit.

I think the issue that needs to be discussed in the Diet right now is Japan's attitude toward sanctions against China, which will also be discussed at the G7. This is a turning point that will affect the future of Japan.
This is not the time for Abe and the Ministry of Finance bureaucrats to get their clogs and say, "I don't understand what's going on.
You should know that the people who are muddling through with the lack of distribution of easy to understand subsidies for travel and food and drink are ugly.

現在、中国は3.1兆ドルの米国債（実はFRBの保護預かりしてるので、あるのは証券ではなくFRB発行の預かり証)を持っています。香港自治法によって、この売買が停止されます。
どういう意味だか判りますね。米国は、中国にした国債と云う名の借金を「支払わない」ことにした・・いうことです。
さらに中国にある全銀行が、外国とのドル取引が出来なくなります。対外貿易は、中国においても大半はドル取引です。中国の外貨準備金の殆どはドルです。
どうでしょうか?
ここまで書けば、香港自治法の持つ「意味」が見えてくるのではないか?

8月末にG7サミットが、米国内で開催されます。ここでの最大議題は対中制裁の協働です。安倍首相はホストとして参加してほしいと打診を受けており、かなり重要な責任の一端を日本は担うことになります。

いま、国会で議論すべきは、このG7で協議されるであろう対中制裁について、日本がどのような態度と姿勢をとるか・・だと僕は思うのです。日本の未来を左右する曲がり角です。日露戦争に匹敵するほどの、きわめて重要な決断です。
アベちゃんと財務省の木端役人に下駄あずけて「ムズカシイことは判らんもんねぇ」とハナほじくってる時ではないでしょう。
