The new strategy released in December, forms the freshly minted 'genuine student test' which aims to better filter out foreign students who come into the country to study, but who really seek to work.

On the flip side, the loosening of the restrictions seeks to beckon genuine students who aim to establish a career in Australia as the government will have discretion as to who can stay based on in-demand skills.
In mid-December, Home Affairs Minister Clare O'Neil uncovered Labor's migration plan to curb overseas migration to about 250,000 by 2025 by strengthening its integrity measures, including a stronger English language test and the requirement for internationals to prove they are genuine students before they enter Australia.
The new parameters will begin to come into effect in early 2024.
In March the rule which automatically barred international students from arriving if they had the ulterior plan to stay and work will be removed.

Shadow minister for immigration and citizenship Dan Tehan said Labor's immigration policy, as part of its "Big Australia" plan, was forcing Australians to endure housing shortages and rent-hikes.
Amid a cost-of-living crisis exacerbated by population grown, Mr Tehan said the government issued a record 577,295 student visas last financial year which "helped drive" annual migration to a record 518,000 people.
"Labor won't even promise to reduce the record migration levels and even if they did, no Australian could believe them after they broke their promise on stage three tax cuts," Mr Tehan said in a statement to SkyNews.com.au.
"The horse has already bolted.
"Labor always makes a mess out of immigration."
Former deputy secretary for the Department of Immigration Abul Rizvi said the current rule was in place "for no good reason" as it put the onus on Home Affairs staff to get to the bottom of an applicant's intentions, and whether they were lying or not.
"I actually think the government should go further, and say one of the primary objectives of the international student program is to recruit future Australians because that's what it does. Why not just say it?" Mr Abul told the Sydney Morning Herald.
"You've got an uphill battle if you're going to get down to 375,000," he said, speaking on the government's net migration forecast for 2023.

International Education Association of Australia boss and co-convenor of the Council for International Education Phil Honeywood said the current genuine temporary entrant test was obsolete.
"On the one hand, it has denied genuine students with skills in demand ... On the other hand, it's been easy for education agents to counsel students to give the right answers," Mr Honeywood told the SMH.
Department of Education data reports there were close to a million international student enrolments in the year-to-date for October 2023, a three per cent increase for the same period in 2019, pre-COVID.
The commencement count for this period was just above half a million, the highest on record and 12 per cent higher than that in 2019.
Following the Jobs and Skills summit in September 2022, in which the incumbent government announced an increase in permanent migration visas from 160,000 to 195,000, the number of student visa applications granted rose from approximately 30,000 to 95,000 from October to December, according to Department of Home Affairs data.
At the time, Immigration Minister Andrew Giles said Albanese's administration was committed to re-establishing immigration as a nation-building function of government which sought to build a system which "works for both businesses and individuals".

Recent data now shows student visas are being refused at record levels as one in five applications were denied during the second half of 2023 as Labor aimed to ease economic pressures and to stop the systemic duplicity within the education system.
According to the Sydney Morning Herald, government sources reported the weekly approval rate of student visas in January were down 30 to 40 per cent from last year.
"The government is now heavily reliant on huge numbers of student refusals," Mr Rizvi said.
