謎のウィルスの猛威により、数年間にわたり多くのイベントやフェスが開催中止や延期に追い込まれた日本列島。中にはイベント自体が終了や開催地の移転に追い込まれ、意気消沈してしまう自治体も少なくなかった。茨城県ひたちなか市も例外ではなかった。毎年開催されていたロックフェスも移転を発表し、他のイベントも中止を余儀なくされ、ひたちなか市のロックの火は風前の灯火かと思われた。しかしロックの火を絶やすまいとする人々のたゆまぬ努力により新たなフェスが立ち上がる。音楽や飲みのイベントも次々復活し、再び街にエネルギーが満ちはじめ、そして202X年、エネルギーを失い石のようになっていた怪獣ロッキングの前に、音楽の違いからケンカ別れしていた弟怪獣ラッキングが出現。ついに覚醒したロッキングとの兄弟対バンが実現したのだ。
帰ってきたロックと酒の街・ひたちなか市。日本一暑い夏がここから始まる…！
