惣万佳代子女史は日本で初めて、高齢者・障がい者・児乳児が一緒に過ごす共生型福祉施設を開設。今では市民はじめ行政の賛同を得て「富山型デイサービス」と呼ばれ全国に展開しています。
Ms. Sayoko Soman established Japan's first inclusive welfare facility where the elderly, people with disabilities, and young children can spend time together. This model of care, known as the "Toyama-style Day Service," has gained support from both citizens and local authorities and has expanded nationwide.

佳代子は富山県黒部市生地町に生まれ、富山赤十字高等看護学院を卒業後、富山赤十字病院に看護師として20年勤務します。「小さい頃は、地域にはちょっと違った人、いわゆる知的障害者とか、困った婆ちゃんもいて、近所の人たちも自然に付き合っていた」そうした風景がいつの間にか失われつつあること、さらに患者が「家に帰りたい」と願っているのに、願いが叶わず施設で亡くなっていることに疑問を感じ、1993年富山赤十字病院を退職、看護師3人で退職金をつぎこんで、高齢者だけでなく子どもや障がい者などの誰もが利用できるデイケアサービス「このゆびとーまれ」をスタートします。従来の福祉の枠組みからは外れるため補助金交付は受けられず、1日の利用料は2500円(食事込み3000円)。利用者の少ない日々が続きます。市民の後押しで1998年全国で初めて富山県が高齢者と障がい者の壁を打ち破って年間360万円の補助金交付を決定。2000年介護保険制度が施行、NPO法人として介護保険制度の指定業者になり、1日の利用料は1300円程度(食事・入浴・送迎込み)。利用者は徐々に増えます。2006年障害者自立支援法の施工後に開所した就労継続支援B型「はたらくわ」は特区として認められ、全員が他のデイサービス施設で働いています。B型就労の工賃(給料)の全国平均は月に平均1万6,500程度のところ、はたらくわの工賃(給料)は月に4万~4万5,000円。障がい者年金と合わせて自立できるように、日常生活に役に立つ仕事はじめいろんな業種で働けるように模索しています。2015年赤十字国際委員会よりフローレンス・ナイチンゲール記章を受章。地域と連携して誰もが家族のように暮らすことを目指しており、高齢者や障がい者、子どもが相互に触れ合うことで、日常生活の改善や自立の促進、思いやりを身につけるといった効果を生んでいるといいます。

Kayoko was born in Ikichi-cho, Kurobe City, Toyama Prefecture. After graduating from the Toyama Red Cross Nursing School, she worked as a nurse at Toyama Red Cross Hospital for 20 years. She recalls, 'When I was young, there were people who were a bit different in the community, like those with intellectual disabilities or troublesome elderly ladies, and the people in the neighborhood naturally interacted with them.' She became concerned that such scenes were gradually disappearing. Additionally, she questioned the fact that patients who wished to go home were passing away in facilities without having their wishes fulfilled. In 1993, she retired from Toyama Red Cross Hospital and, along with three other nurses, invested their retirement funds to start a daycare service called 'Konoyubi Tohmare,' which would be available not only to the elderly but also to children and people with disabilities. Because it deviated from the conventional framework of welfare, they did not receive any government subsidies. The daily usage fee was 2,500 yen (including meals, 3,000 yen). There were days with few users. With the support of the community, Toyama Prefecture became the first in Japan to break down the barriers between the elderly and people with disabilities and decided to provide an annual subsidy of 3.6 million yen in 1998. In 2000, the long-term care insurance system was introduced. The center was designated as a specified service provider under the Non-Profit Organizations Law and the long-term care insurance system. The daily usage fee became approximately 1,300 yen (including meals, bathing, and transportation). The number of users gradually increased. In 2006, following the implementation of the Act on Support for Persons with Disabilities, the Type B Supported Employment center 'Hatarakuwa' was established. It was recognized as a special zone, and everyone there now works in other day service facilities. The average monthly wage for Type B supported employment nationwide was around 16,500 yen, whereas at Hatarakuwa, it ranges from 40,000 to 45,000 yen per month. In combination with disability pensions, this allows for greater independence. They continue to explore various work opportunities that can help in daily life and different industries. In 2015, she was awarded the Florence Nightingale Medal by the International Red Cross. She aims to create a community where everyone lives like family and emphasizes that through interactions between the elderly, people with disabilities, and children, positive effects such as improvements in daily life, promotion of independence, and the cultivation of compassion are nurtured."
