ほり川まつり：2024年6月3日（月）
京都市上京区西堀川通りの上長者町から下立売りの堀川商店街では，毎年，何回か面白い手作り夜店市が開催されれている。この時季には，昨年の2023年には5月19日（金）と20日（土）に開催され，今年の2024年は5月31日（金）と6月1日（土）に開催された。この手作り夜店市は午後4時から午後9時まで開催され，地元の商店街と地元の住民によって工夫を凝らしたイベントや手作り料理が提供され，小学生や中学生の子供たちもたくさん集まり，賑やかな夜店市の「おまつり」であった。いつもと違う生き生きとした京都市の一面を見て，とても安堵した。
京都市では毎日どこかで神事や祭事などが行われており，観光客は飽きることがないほどにさまざまな伝統的イベントを楽しむことができるが，地元住民が地元住民のために楽しみ，盛り上がって騒ぐといった「まつり」はあまり多くない。思いつくところでは，8月の地蔵盆ぐらいだろうか。
この意味で，堀川商店街の「ほり川まつり」のような企画は，今後の京都市の地域活性化と持続可能な街づくりのためには極めて重要な取り組みだと考える。京都市は，2020年，2021年，2022年において3年連続して全国で最も多く人口が減少している。これは，コロナ禍によって海外留学生や学生の数が減少したことが大きな要因の一つであるが，20代，30代，40代の年代において転入よりも転出する数が多いという事実がとても気になる。
京都市でも，コロナ禍後のインバウンド需要による景気回復が期待されているが，オーバーツーリズムによる地域のテーマパーク化が進んでいる。どのようにして「生活」の質の低下を防ぐか，どうやって息づく「生活」を確保していくのかを真正面から取り組まないと，時間とともに手遅れになってしまうのではないだろうか。
Horikawa Festival：June 3rd(Monday)
In the Horikawa Shopping Street, located in Kamigyo Ward of Kyoto City from Kamichojamachi to Shimodachiuri on Nishihorikawa Street, several interesting handmade night markets are held every year. During this season, last year in 2023, they were held on Friday, May 19, and Saturday, May 20. This year in 2024, they were held on Friday, May 31, and Saturday, June 1. This handmade night market is held from 4 PM to 9 PM, featuring events creatively organized by local shopping street businesses and residents, as well as homemade food offerings. It was a lively "festival" where many children from elementary and junior high schools gathered. Seeing this vibrant side of Kyoto City, which is usually different, was very reassuring.
In Kyoto City, daily religious and festival events are held somewhere, allowing tourists to enjoy a variety of traditional events without getting bored. However, festivals where local residents have fun and get excited for the sake of the local community are not very common. The only event that comes to mind is the Jizo-bon in August.
In this sense, initiatives like the Horikawa Festival organized by the Horikawa Shopping Street are extremely important for the future regional revitalization and sustainable city development of Kyoto City. From 2020 to 2022, Kyoto City experienced the largest population decline nationwide for three consecutive years. One major factor is the decrease in the number of international students and students due to the COVID-19 pandemic. However, it is very concerning that the number of people in their 20s, 30s, and 40s moving out of the city exceeds those moving in.
In Kyoto City, economic recovery driven by inbound demand after the COVID-19 pandemic is anticipated. However, the region is becoming a theme park due to overtourism. If we do not address how to prevent the decline in the quality of "life" and how to secure a living environment that breathes life into the city, it may become too late over time.
