下手（へた）、苦手（にがて）

“下手” means lacking in technical ability, not being skilled.
In many cases, it simply states a fact and generally has no emotional connotation.

私はまだ料理が下手なので、もっと上手くなりたいです。 
わたしはまだりょうりがへたなので、もっとうまくなりたいです。
I am still not good at cooking, so I want to become better.

私は字を書くのが下手なので、文章を書く時はできるだけデジテルデバイスを使います。 
わたしはじをかくのがへたなので、ぶんしょうをかくときはできるだけでじたるでばいすをつかいます。
I am not good at handwriting, so I use digital devices as much as possible when writing.

“苦手” also means lacking in technical ability, but it gives an impression of psychological discomfort or dislike.

彼は大勢の前で話をするのが苦手です。 
かれはおおぜいのまえではなしをするのがにがてです。
He is not good at speaking in front of many people.

彼は細かい作業が苦手です。
かれはこまかいさぎょうがにがてです。
 He struggles with detailed tasks.

Additionally, it can be used to mean not just lack of ability, but also mental dislike.
彼女は高いところが苦手だ。
かのじょはたかいところがにがてだ。
She is afraid of heights.

いつも自分のことばかり話したがるので、彼と会うのは苦手だ。 
いつもじぶんのことばかりはなしたがるので、かれとあうのはにがてだ。
 I find it hard to meet him because he always wants to talk about himself.

Since the word “下手” has a strong impression, it is better not to use it to describe someone else's abilities.
