To Become a CAPLS

To become CAPLS (Certified Administrative Procedures Legal Specialist), you have two options.
One is to pass the national exam, the other is to spend more than 20 years as a central or local government official and engage in governmental paperwork. This is the first step. 

Since CAPLS industry has a kind of guild system, you have to join the guild, which is the Japan Federation of Certified Administrative Procedures Legal Specialists.
You have to file the necessary documents to prove your qualification and pay the membership fee to their local brunch where you live. 
After that, one of their member (usually a top member of their brunch) will come to your home or office for an on-site investigation. Really.

In CAPLS office, since you may discuss private or very sensitive matters with your clients, having a separate, private room in your home or office is imposed by the guild's rule.
As I registered my apartment as my office, one man, a top member of a local brunch came to my apartment for investigation.
We discussed the influence of the disease starts from C, recent economic and political situations, weather, and so on.
About one month later, I was officially registered as CAPLS.

I call them guilds because you have to be their member to do your business, but different from the guild in mid-century, they do not offer jobs to individual CAPLS.
They offer training courses and journals which are full of useful information (sometimes), but not jobs.
