まん延防止措置と緊急事態宣言

It's reported the Japanese government is considering declaring a state of emergency in and around Tokyo and Osaka.

I've been wondering what this "stricter measures to prevent the spread of the virus(まん延防止措置)" means.

It seems they created a different term to avoid an emergency declaration for a while.

Now I'm concerned that those half hearted measures would affect the coming Tokyo Olympics.
