1.  The United States has led a wave of international condemnation in the U.N
Security council against Russia's decision to recognize the independence
of two territories in Eastern Ukraine.  President Putin has signed a decree（法令、制令、命令）ordering the Russian military into Donetsk and Luhansk.

米国は、ロシアが東部の2つの領土の独立を承認したことに対し、国連安全保障理事会で国際的な非難を主導しました。プーチン大統領は、ドネツクとルガンスクにロシア軍を派遣する命令に署名しました。　

2.  The impact of the tensions has been immediate and significant Tokyo stocks slumped and oil prices have risen to their highest level in seven years.
Tensions have already rattled （混乱する）global markets this year wiping tens of billions of dollars off the value of Russian and Ukrainian assets.

緊張の影響はすぐに大きくなり、東京の株価は低迷し、原油価格は7年ぶりの高値に上昇しました。今年、世界市場はすでに緊張に覆われ、数十％の影響がでています。ロシアとウクライナの資産価値は何十億ドルも下落しました。

3.  Celebrations are taking place in Colombia after the country's highest
court decriminalized （～を犯罪の枠から外す）abortion up to 24 weeks of pregnancy.  Activists argued that illegal abortions were risking the lives of thousands of Colombian women every year.

コロンビアの最高裁判所が妊娠24週目までの人工妊娠中絶を非合法化したことにより、コロンビアでは祝賀会が開催されています。活動家は、違法な中絶が毎年何千人ものコロンビア人女性の命を危険にさらしていると主張しました。
