1. Maybe the  Japanese yen  and the economy became weak that resulted in Japan's shrinking economy.
Maybe Japanese labor shortage and environment became worse, salary became low and people have lost jobs. Many now live in poverty. They can't go to univ. so their studying level has become low.

2. I'm not surprised. I heard that India's education level is high. It has a wide difference/gap between rich and poor. Many live in poverty.
There are a lot of differences and rich people get high level of education while the poor people don't have access to better/good education. So the gap could increase.

3. The gov't should improve the work environment, provide better conditions/benefits for raising children.
