Satoshi Utsumi's Pledge for Tokyo Gubernatorial Election 2024

Governor's salary of 1 yen per month


The current salary of the Governor of Tokyo is set at 1,456,000 yen per month, but if Mr. Utsumi is elected Governor, he has pledged to set his salary at 1 yen per month and to effectively use the reduced budget for additional funding to address the declining birthrate and other issues. The use of the funds will be announced on a case-by-case basis.

Major Opposition to Sale of Shares in Living Infrastructure


The Tokyo Metropolitan Government and the Ministry of Finance are planning to sell shares in infrastructure facilities such as Tokyo Metro, NTT, and Tokyo Metropolitan Waterworks and Sewerage, but Mr. Utsumi is very much opposed to the sale of shares in basic infrastructure that supports our daily lives. He wants to prevent service fee hikes, quality deterioration, and preferential treatment of foreign capital as a result of the sale of shares.

Opposition to preferential treatment only for foreign-invested companies and large corporations


Mr. Utsumi opposes special zone systems, development policies, and start-up support that favor only foreign companies and large corporations. He argues that Japan's small and medium-sized businesses are the ones that need assistance, and he opposes cutting down the rows of trees that line the Jingu, the heart of Japan, to promote building construction.

Review of the Foreign Immigrant Promotion System


While welcoming foreign tourists, Mr. Utsumi also advocates a review of the employment system that is based on foreigners and the promotion of employment of Japanese nationals. He is also opposed to a thorough investigation of illegal welfare payments to foreigners, a review of the obstetric care compensation system for foreigners, and a foreign carrot government.

Review of Tokyo Metropolitan Government and Pfizer's Agreement


The Tokyo Metropolitan Government has concluded a partnership agreement with Pfizer Japan Inc. in the fields of welfare and healthcare, and Mr. Utsumi has pledged to thoroughly investigate this potential conflict of interest and disclose the results. He has stated that he will withdraw this recommendation for collaboration until the various issues that have been identified around the world are resolved.
