2009年、9.11とペルシャ湾戦争後、カーライル・グループの米国内および世界における権力と影響力が著しく強まったことが、あるドキュメンタリーによって明らかになった。 これは、官民パートナーシップがその目標を達成するためにどのように運営されているかを示す一例であり、グローバル・プライベート・パブリック・パートナーシップの実際の意味を警告するものである。

国連未来サミットが2024年9月22日～23日にニューヨークの国連本部で開催される。会議の結果は、『未来への協定』という文書になる。それはあらかじめ決められた結果であり、政府間交渉を通じて事前に合意される。

この協定は、国連の『我々の共通のアジェンダ』と、アジェンダ2030およびその17の持続可能な開発目標の達成に基づいている。

2022年3月、アントニオ・グテーレス国連事務総長は「効果的な多国間主義に関するハイレベル諮問パネル」（以下、HLAB）を設置した。  HLABによれば、盟約の目標は以下の通りである： 「国家と非国家主体による循環型経済への世界的移行、地球とのバランスを達成する方法で需要と供給の両方に取り組む」。

これはテクノクラート的な概念だ、とヤコブ・ノルダンゴールは言う。

HLABの報告書『人と地球のためのブレークスルー： 今日と未来のための効果的で包括的なグローバル・ガバナンス』は、「共有されたグローバルな課題の解決と持続可能な開発のための2030アジェンダの推進のための国際協力の抜本的な転換」への支援を勧告している。

ノルダンゴールは次のようにコメントしている： 「（HLABの）助言は、すべてが計画通りに進めば、2019年6月に国連と世界経済フォーラムの戦略的パートナーシップの調印によって正式に決定されたグローバル官民パートナーシップによって導かれる世界的な技術主義的管理システムのためのレシピである」。

グローバル・パブリック・プライベート・パートナーシップ（「GPPP」）は、国連のような国際的な政府間組織と民間企業との間の官民パートナーシップ協力を促進する。  これは、グローバル企業、慈善財団、シンクタンク、政府、非政府組織、学術機関、世界的慈善団体、労働組合、そして選ばれた "オピニオンリーダー "を含むステークホルダー資本家とパートナーの世界的ネットワークである。

GPPPは世界金融と世界経済をコントロールしている。  GPPPは、グローバル・ガバナンスを通じて世界、国、地方の政策を決定し、GPPP内の "パートナー "でもある企業メディアを使ってこれらの政策を推進する。

カーライル・コネクション

2009年、オランダの公共放送局VPROは『カーライル・コネクション』というタイトルのドキュメンタリーを発表した。  これは、プライベート・エクイティ・バンキングの国際的な世界についての暴露ドキュメンタリーである。   15年前の作品だが、GPPPモデルがどのように機能するかを示すだけでなく、官民パートナーシップがすでに以前から戦争を含む出来事を形成してきたことを示している。

ブッシュ一族、サウジアラビア王室、ウサマ・ビン・ラディンの家族、ドナルド・ラムズフェルドの側近など、ワシントンで最も強力で影響力があり、秘密主義的な企業のひとつであるカーライル・グループの台頭に直接的な役割を果たした著名人のほんの一部にすぎない： カーライル・グループ

2001年9月11日のアメリカ同時多発テロ、通称「9.11」、そしてペルシャ湾戦争でのイラク侵攻という出来事をきっかけに、カーライル・グループの力と影響力は著しく強くなった。 世界最大の投資銀行のひとつとなり、その投資を通じて世界最大の防衛請負業者のひとつにもなっている。

同社は、産業界、政府、軍部が協力する、いわゆる「鉄の三角形」の中で活動している。 航空宇宙・防衛、電気通信、不動産、ヘルスケア、銀行事業など、政府の政策と密接に関わる分野に投資している。  カーライル・グループは、軍産複合体の頂点であると多くの人が見ている。

カーライルの元・現顧問やアソシエイトのリストに、ルー・ガースナー（IBM元会長）、ジョージ・ブッシュ・シニア、ジェームズ・ベーカー3世、ジョン・メージャー（元英国首相）、フィデル・ラモス（元フィリピン首相）など、アメリカや世界の有力者が名を連ねているのは偶然ではない。

VPROのドキュメンタリーが制作された当時、カーライルは160億米ドルを運用し、世界で最もコネクションのある企業という評判を得ていた。 彼らの個人投資家リストには、ジョージ・ソロス、サウジアラビア王室、ビン・ラディン一族が含まれていた。  2009年のことである。

ウェブサイトによると、カーライル・グループの運用資産は現在1610億米ドル。

La Cumbre del Futuro de las Naciones Unidas ("ONU") se celebrará los días 22 y 23 de septiembre de 2024 en la sede de la ONU en Nueva York.  El resultado de la reunión será el documento "El Pacto para el Futuro". Se trata de un resultado predeterminado; se acordará de antemano mediante negociaciones intergubernamentales.

El Pacto se basa en "Nuestra Agenda Común" de la ONU, y en el cumplimiento de la Agenda 2030 y sus 17 Objetivos de Desarrollo Sostenible.

En marzo de 2022, el Secretario General de la ONU, António Guterres, creó un Grupo Asesor de Alto Nivel sobre Multilateralismo Eficaz ("HLAB").  Según HLAB, el objetivo del Pacto debería ser: "Una transición mundial de los Estados y los agentes no estatales hacia una economía circular, que aborde tanto la oferta como la demanda de manera que se logre el equilibrio con el planeta".

Se trata de un concepto tecnocrático, afirmó Jacob Nordangård.

El informe del HLAB, "Un gran avance para las personas y el planeta: Effective and Inclusive Global Governance for Today and the Future", recomienda apoyar "un cambio radical en la cooperación internacional para la resolución de los desafíos globales compartidos y el avance de la Agenda 2030 para el Desarrollo Sostenible".

Nordangård comentó: "[El consejo de HLAB] es una receta para un sistema de gestión tecnocrática mundial que, si todo va según lo previsto, estará guiado por la Asociación Público-Privada Global que se formalizó en junio de 2019 con la firma de la asociación estratégica de las Naciones Unidas y el Foro Económico Mundial."

La Alianza Global Público-Privada ("GPPP") fomenta la cooperación público-privada entre una organización intergubernamental internacional, como las Naciones Unidas, y empresas privadas.  Es una red global de capitalistas interesados y socios que incluye corporaciones globales, fundaciones filantrópicas, grupos de reflexión, gobiernos, organizaciones no gubernamentales, instituciones académicas, organizaciones benéficas globales, sindicatos y "líderes de pensamiento" seleccionados."

El GPPP controla las finanzas globales y la economía mundial.  Establece la política mundial, nacional y local a través de la gobernanza global y luego promueve estas políticas utilizando los medios corporativos, que también son "socios" dentro de la GPPP.

A lo largo de los años, hemos destacado la GPPP y algunos ejemplos.  Hay ejemplos de su funcionamiento allá donde miremos, sobre todo en Ucrania, donde los actores de la GPPP han aprovechado la oportunidad que les brinda la guerra para avanzar en sus objetivos.

En 2009, la cadena pública holandesa VPRO estrenó un documental titulado "La conexión Carlyle".  Es un documental revelador sobre el mundo internacional de la banca de capital riesgo.   Aunque tiene 15 años, no sólo demuestra cómo funciona el modelo GPPP, sino también que las asociaciones público-privadas ya llevan tiempo dando forma a los acontecimientos, incluidas las guerras.

La familia Bush, la familia real saudí, la familia de Osama Bin Laden y el círculo íntimo de Donald Rumsfeld son sólo algunas de las personalidades que han desempeñado un papel directo en el ascenso de una de las empresas más poderosas, influyentes y secretas de Washington: El Grupo Carlyle.

Tras los atentados contra Estados Unidos del 11 de septiembre de 2001, comúnmente conocidos como "11-S", y la invasión de Irak durante la Guerra del Golfo Pérsico, el poder y la influencia de The Carlyle Group se reforzaron considerablemente. Se ha convertido en uno de los mayores bancos de inversión del mundo y, a través de sus inversiones, es también uno de los mayores contratistas de defensa del mundo.

No es casualidad, pues, que la lista de antiguos y actuales asesores y asociados de Carlyle incluya una amplia gama de algunos de los hombres más poderosos de Estados Unidos y de todo el mundo, como Lou Gerstner (antiguo presidente de IBM), George Bush padre, James Baker III, John Major (antiguo primer ministro británico) y Fidel Ramos (antiguo primer ministro de Filipinas).

In 2009, a documentary revealed how The Carlyle Group’s power and influence in America and around the world became significantly stronger after 9/11 and the Persian Gulf War. It is an example of how public-private partnerships operate to achieve their goals and a warning of what the Global Private Public Partnership means in practice.

The Global Public Private Partnership

The United Nations (“UN”) Summit of the Future will be held on 22-23 September 2024 at the UN headquarters in New York.  The outcome of the meeting will be the document ‘The Pact for the Future’. It is a pre-determined outcome; it will be agreed in advance through intergovernmental negotiations.

The Pact is based on the UN ‘Our Common Agenda’, and the fulfilment of Agenda 2030 and its 17 Sustainable Development Goals.

In March 2022, UN Secretary-General António Guterres set up a High-Level Advisory Panel on Effective Multilateralism (“HLAB”).  According to HLAB, the goal of the Pact should be: “a global transition by States and non-State actors to a circular economy, addressing both supply and demand in a way that achieves balance with the planet.”

This is a technocratic concept, Jacob Nordangård said.

HLAB’s report, ‘A Breakthrough for People and Planet: Effective and Inclusive Global Governance for Today and the Future’, recommends support for “a radical shift in international cooperation for the resolution of shared global challenges and the advancement of the 2030 Agenda for Sustainable Development”.

Nordangård commented: “[HLAB’s] advice is a recipe for a worldwide technocratic management system that, if everything goes according to plan, will be guided by the Global Public–Private Partnership that was formalised in June 2019 with the signing of United Nation’s and World Economic Forum’s strategic partnership.”

The Global Public-Private Partnership (“GPPP”) fosters public-private partnership cooperation between an international intergovernmental organisation, such as the United Nations, and private companies.  It is a global network of stakeholder capitalists and partners including global corporations, philanthropic foundations, think tanks, governments, non-governmental organisations, academic institutions, global charities, labour unions and selected “thought leaders.”

GPPP controls global finance and the world’s economy.  It sets world, national and local policy via global governance and then promotes these policies using corporate media, which are also “partners” within the GPPP.

Over the years, we’ve highlighted the GPPP and some examples.  There are examples of it operating everywhere we look, not least of all in Ukraine where GPPP actors have taken the opportunity that war presents to them to advance their aims.

The Carlyle Connection

In 2009, Dutch public broadcaster VPRO released a documentary titled ‘The Carlyle Connection’.  It is a revealing documentary about the international world of private equity banking.   Although it is 15 years old, it not only demonstrates how the GPPP model works but also demonstrates that public-private partnerships have already been shaping events, including wars, for some time.

The Bush family, the Saudi Royal family, Osama Bin Laden’s family and Donald Rumsfeld’s inner circle are just some of the high-profile figures who have played a direct role in the rise of one of the most powerful, influential and secretive firms in Washington: The Carlyle Group.

In the wake of the events of the attacks against the United States on 11 September 2001, commonly referred to as “9/11,” and the invasion of Iraq during the Persian Gulf War, The Carlyle Group’s power and influence became significantly stronger. It has become one of the largest investment banks in the world and, through its investments, is also one of the largest defence contractors in the world.

The company operates within the so-called “iron triangle,” a collaboration of industry, government and the military. It invests in areas that are closely tied to government policy: aerospace and defence, telecom, real estate, health care and the banking business.  The Carlyle Group is viewed by many as the apex of the military industrial complex.

It is no coincidence then that Carlyle’s list of former and current advisers and associates includes a vast array of some of the most powerful men in America and around the world such as Lou Gerstner (former chairman of IBM), George Bush Sr., James Baker III, John Major (former British Prime Minister) and Fidel Ramos (former Prime Minister of the Philippines).

At the time that VPRO’s documentary was made, Carlyle, with US$16 billion under management, had the reputation of being the best-connected company in the world. Their list of private investors included George Soros, the Saudi Royal Family and the Bin Laden Family.  That was in 2009.

According to its website, The Carlyle Group now has US$161 billion under management.
