WHO、パンデミック条約に『自信』

WHO加盟194カ国の閣僚は、2019年以降に1300万人が死亡したと世界保健機関が推定しているコビッド19を受け、新たなパンデミック対応ルールに関する条約の草案作成に2年以上奮闘してきた。交渉担当者たちは、先週の金曜日に、今週の世界保健総会で正式に承認されるための草案を作成することができなかった。

El jefe de la Organización Mundial de la Salud, Tedros Adhanom Ghebreyesus, expresó el lunes su confianza en que aún pueda alcanzarse un acuerdo sobre una pandemia mundial, según ha informado Reuters.

Durante más de dos años, los ministros de los 194 Estados miembros de la OMS se han esforzado por redactar un tratado sobre nuevas normas de respuesta a pandemias a raíz del Covid-19, que según estimaciones del organismo sanitario mundial ha matado a 13 millones de personas desde 2019. Los negociadores fracasaron una vez más en la elaboración de un borrador de acuerdo el pasado viernes para su aprobación formal por la Asamblea Mundial de la Salud esta semana.

"Por supuesto, todos deseamos haber sido capaces de alcanzar un consenso sobre el acuerdo a tiempo para esta asamblea de la salud, y cruzar la línea de meta", dijo Tedros a la asamblea en su discurso de apertura.

Dijo que "donde hay voluntad, hay un camino" y que "sigue confiando" en que todavía se puede llegar a un acuerdo. "Sé que sigue existiendo entre ustedes la voluntad común de conseguirlo", dijo el Director General a la Asamblea.

Los países miembros de la OMS habían pedido a la agencia sanitaria de la ONU en 2021 que supervisara las conversaciones para un acuerdo sobre la pandemia y los enviados han estado trabajando en las últimas semanas para formular un borrador de documento antes de la fecha límite autoimpuesta este mes.

Reuters informó de que los responsables sanitarios se sentían frustrados por unas discusiones que se prolongaban hasta pasada la medianoche, por los cambios de postura de última hora y por las crecientes críticas de que un tratado de este tipo socavaría la soberanía nacional.

Según el informe, un camión con un cartel en el que se leía "NO al Tratado de Pandemia. STOP a la toma de poder de la ONU" cerca de la sede de la ONU en Ginebra, donde se celebran las conversaciones.

A principios de este mes, senadores republicanos escribieron una carta al Presidente de EE.UU., Joe Biden, denunciando el proyecto de acuerdo, por "destrozar los derechos de propiedad intelectual" y potencialmente "sobrecargar a la OMS", y pidieron a Biden que no lo firmara.

Un alto funcionario de la administración estadounidense declaró a Reuters que todo el proceso podría tardar otros dos años en completarse, y añadió que Washington seguía comprometido con el proceso.

Según los informes, todavía hay conversaciones en curso para actualizar las normas existentes sobre brotes de enfermedades, con un nuevo sistema escalonado de alertas que se está discutiendo como respuesta a las críticas de que la OMS tardó en actuar sobre la pandemia de Covid-19 en sus primeras etapas.

Negotiators once again failed to produce a draft deal last week

World Health Organization chief Tedros Adhanom Ghebreyesus on Monday expressed confidence that a deal on a global pandemic accord can still be reached, Reuters has reported.

For more than two years, ministers from among the WHO’s 194 member states have been struggling to draft a treaty on new pandemic response rules in the wake of Covid-19, which the global health body estimates has killed 13 million people since 2019. Negotiators once again failed to produce a draft deal last Friday for formal approval by the World Health Assembly this week.

“Of course, we all wish that we had been able to reach a consensus on the agreement in time for this health assembly, and cross the finish line,” Tedros told the assembly in his opening address.

He said “where there is a will, there is a way” and that he “remains confident” that a deal can still happen. “I know that there remains among you a common will to get this done,” the director-general told the assembly.

WHO member nations had asked the UN health agency in 2021 to oversee talks for a pandemic agreement and envoys have been working in recent weeks to formulate a draft document ahead of a self-imposed deadline this month.

However, according to media reports, negotiators were divided on numerous issues. Reuters reported that health officials were frustrated with discussions stretching past midnight, with last-minute U-turns on positions and with growing criticism that such a treaty would undermine national sovereignty.

According to the report, a truck with a sign reading “NO to the Pandemic Treaty. STOP the UN Power Grab” was seen near the UN headquarters in Geneva, where the talks are being held.

Earlier this month, Republican senators wrote a letter to US President Joe Biden denouncing the draft agreement, for “shredding intellectual property rights” and potentially “supercharging the WHO,” and called on Biden not to sign off.

The whole process could take up to another two years to complete, a senior US administration official told Reuters, adding that Washington was still committed to the process.

Talks are reportedly still ongoing to update existing rules on disease outbreaks, with a new tiered system of alerts being discussed as a response to criticism that the WHO was slow to act on the Covid-19 pandemic in its early stages.

Covid-19 initially emerged in late 2019 and developed into the largest epidemic in nearly a century. The WHO said in a new report last week that an estimated 13 million people died during the pandemic.
