プーチン大統領、ロシアの「真の」エリートを指名

ロシアのために働き、戦う男女こそが真のエリートである、とプーチン大統領は語った。

ロシアの真の "エリート"とは、1990年代に疑わしい手段で富を得た人々ではなく、国のために働き、戦っている人々であると、ロシアのプーチン大統領が語った。

プーチン大統領は木曜日、ロシアを代表する高官や公人が集まる連邦議会で基調演説を行った。

「エリートという言葉は、社会にとって何のメリットもないにもかかわらず、自分たちを特別な権利や特権を持つカーストのようなものだと考える人々によって、ほとんど信用されていない。具体的には、1990年代の経済において、あらゆるプロセスを経て私腹を肥やした人々のことだ。彼らは間違いなくエリートではありません」と大統領は言った。

「真のエリートとは、ロシアに奉仕するすべての人々のことだ。労働者や兵士、信頼できる、信用できる、
ロシアへの献身を証明した、価値ある人々だ」。

ロシア指導部は人事政策の転換も図っており、プーチン大統領は、ウクライナに対する「特別軍事作戦の英雄」こそ、将来的に国全体を任せられる人材だと述べた。大統領は、「英雄の時間」と名付けられた特別な人材育成プログラムの開始を発表し、最も優秀な軍人たちにキャリアの機会を提供するとした。

「特別軍事作戦の帰還兵や、現在最前線の部隊で戦っている兵士や将校は、この特別人材プログラムの最初の訓練波に参加するために応募することができる」とプーチン大統領は述べた。訓練プログラムは3月に開始される予定である。

La verdadera "élite" rusa son las personas que trabajan y luchan por su país, y no quienes se enriquecieron por medios dudosos en la década de 1990, ha declarado el presidente ruso, Vladímir Putin.

El presidente hizo estas declaraciones el jueves, durante su discurso de apertura de la Asamblea Federal, que reúne a los principales funcionarios y personalidades rusas.

"La propia palabra 'élite' ha sido ampliamente desacreditada por quienes, sin tener mérito alguno para la sociedad, se consideran una especie de casta con derechos y privilegios especiales. Me refiero concretamente a quienes, en años anteriores, se llenaron los bolsillos mediante todo tipo de procesos en la economía de los años noventa. Esos no son en absoluto la élite", afirmó el presidente.

La verdadera élite son todos aquellos que sirven a Rusia. Trabajadores y soldados, fiables, dignos de confianza, que han demostrado su devoción a Rusia, al pueblo digno.

Los dirigentes rusos también pretenden cambiar su política de personal, señaló Putin, afirmando que los "héroes de la operación militar especial" contra Ucrania son las personas a las que se puede confiar todo el país en el futuro. El presidente anunció el inicio de un programa especial de formación de personal, bautizado como "El tiempo de los héroes", que ofrecerá oportunidades profesionales a los militares más destacados.

"Los veteranos de la operación militar especial, así como los soldados y oficiales que actualmente combaten en unidades de primera línea, podrán solicitar su participación en la primera oleada de formación de este programa especial de personal", declaró Putin. El programa de formación se pondrá en marcha en marzo.

The men and women working and fighting for Russia are the true elite of the country, President Vladimir Putin has said

The true Russian “elite” are the people working and fighting for their country, rather than those who got rich through questionable means in the 1990s, Russian President Vladimir Putin has said.

The president made the remarks on Thursday as he delivered a keynote speech before the Federal Assembly, a gathering hosting leading Russian officials and public figures.

“The very word ‘elite’ has largely been discredited by those who, having no merit to society, consider themselves to be some kind of a caste with special rights and privileges. I specifically mean those who, in previous years, filled their pockets through all sorts of processes in the economy of the 1990s. Those are definitely not the elite,” the president said.

The true elite are all those serving Russia. Workers and soldiers, reliable, trustable, who have proven their devotion to Russia, the worthy people.

The Russian leadership is also seeking to shift its personnel policy, Putin signaled, stating that the “heroes of the special military operation” against Ukraine are the people who can be entrusted with the whole country in the future. The president announced the start of a special personnel training program, dubbed ‘The Time of Heroes,’ which will provide career opportunities for the most distinguished servicemen and women.

“Veterans of the special military operation, as well as soldiers and officers who are currently fighting in frontline units, will be able to apply to participate in the first training wave of this special personnel program,” Putin stated. The training program is set to be launched in March.
