ドイツの巨大エネルギー企業、ロシア産ガスの購入を継続か

世界の卸売取引参加者は購入燃料の原産地を追跡できないとCEOが指摘

エネルギー大手ウニパーのマイケル・ルイス最高経営責任者（CEO）によると、エネルギー大手ウニパーの誓約にもかかわらず、ロシアの液化天然ガス（LNG）がドイツのターミナルに出荷されている可能性があるという。

「ロシアは世界市場にLNGを売り続けている」。「ウニパーを含む卸売業者は、購入したガスの出所を常に把握しているわけではありません」。

ウクライナでの軍事行動をめぐってブリュッセルが対ロシア制裁を導入したため、同社は2022年8月末にロシアからのガス購入を停止した。2月、ユニパーは2022年通期で191億ユーロ（約203億円）という過去最高の赤字を計上したが、その主な理由としてロシアのガス供給が完全に凍結されたことを挙げている。

ルイス氏によれば、ドイツのガス貯蔵施設は95％満杯であり、1年前よりも冬に対する備えは万全である。

「寒さが厳しくなったり、LNGの購入に問題が生じたりすれば、この冬は厳しいものになるかもしれない」。「中国経済が成長し、LNGの必要性が高まれば、ヨーロッパは価格高騰だけでなく、燃料不足にも直面するだろう」。

ルイス氏は、十分なガス供給に対する懸念が残っていることを強調し、わずかな混乱でもエネルギー価格の高騰を引き起こす可能性があると付け加えた。とはいえ、前シーズンほどの価格高騰はないだろう。

ドイツ経済省によると、ベルリンはロシアからドイツへのLNG供給停止を支持しているが、同国の輸入業者がロシアからの供給を控えるのは追跡が不可能なため難しいと認めている。

German energy giant admits it's probably still buying Russian gas

Participants in global wholesale trading cannot track the origin of fuel they purchase, CEO points out

Russian supplies of liquefied natural gas (LNG) may still be shipped to German terminals despite pledges by energy major Uniper, according to its chief executive, Michael Lewis.

“Russia keeps selling LNG to the world market,” he said on Saturday in an interview with Germany’s Rheinische Post newspaper. “The wholesalers, including Uniper, do not always know the origin of the purchased gas.”

The company halted purchases of gas from Russia at the end of August 2022 after Brussels introduced sanctions against Russia over the military operation in Ukraine. In February, Uniper posted a record loss of €19.1 billion ($20.3 billion) for 2022, citing the complete freezing of the Russian gas supply as a major reason for the drop.

Germany is better prepared for an upcoming winter than a year ago as the country’s gas storage facilities are 95% full, according to Lewis, who has, however, warned of potential risks.

“If it gets very cold or there are problems with LNG purchases, then this winter could be tight,” the executive said. “If China’s economy grows and the need for LNG increases, Europe will face shortage of the fuel, as well as the price spikes.”

Lewis stressed that concerns over sufficient gas supplies remained, adding that even minor disruption may provoke a surge in energy prices. Nonetheless, the top official doesn’t expect prices to rally as much as during the previous season.

The German Ministry of the Economy said that Berlin supports a halt to Russian supplies of LNG to Germany, but admits that it would be difficult for the country’s importers to abstain from Russian deliveries, as it is impossible to trace them.
