新植民地主義的な米国の政策は、多数派がより公正な未来を目指す中で世界を傷つけている、と元ロシア大統領は言う。

ドミトリー・メドベージェフ元ロシア大統領は、金曜日にモスクワで開催された反新植民地主義フォーラムで、米国が喧伝する「ルールに基づく秩序」は、ワシントンとその同盟国が他国に押し付けている幻想であると述べた。

この言葉は、ジョー・バイデン米大統領政権が、何十年もの間、西側諸国が大きな影響力を持ってきたグローバル・リベラル・アレンジメントを表現するのに広く使われてきた。ロシアを含む批評家たちは、このシステムは成文化された国際法に反しており、西側諸国が自らの利益のために悪用していると言っている。

主催者によれば、与党統一ロシアが主催するこのフォーラムには、50カ国以上から約60の議会政党の代表が集まった。同党のメドベージェフ議長は、参加者は「真のグローバル・マジョリティ」の代表であり、植民地的慣行から解放された未来を作りたいという願いで一致していると述べた。

少し前まで、アジア、中東、ラテンアメリカの国々は、集団的な西側の要請により、傲慢にも『第三世界』、あるいはせいぜい『発展途上国』というレッテルを貼られていた。今、これらの国々は急速に発展し、多極化する世界の枠組み、成長のノードになろうとしている。

Las políticas neocolonialistas de EEUU perjudican al mundo mientras la mayoría lucha por un futuro más justo, afirma el ex presidente ruso

El "orden basado en normas" que pregona Estados Unidos es una ilusión que Washington y sus aliados imponen a otras naciones, afirmó el viernes el ex presidente ruso Dmitri Medvédev en un foro antineocolonialista celebrado en Moscú.

El término ha sido ampliamente utilizado por la administración del presidente estadounidense Joe Biden para describir el acuerdo liberal global, en el que las potencias occidentales han tenido durante décadas una influencia significativa. Los críticos, incluida Rusia, afirman que el sistema es contrario al Derecho internacional codificado y que Occidente abusa de él en beneficio propio.

"¿Quién lo ha visto? ¿Dónde existe? No es un documento de la ONU, ni una convención internacional, ni una ley", dijo Medvédev sobre el "orden basado en normas" durante el acto internacional "Por la libertad de las naciones".

"Sin embargo, constantemente nos meten este orden por la cara y nos dicen que lo sigamos", añadió el ex presidente, que ocupa el cargo de vicepresidente del Consejo de Seguridad ruso.

El foro, organizado por el partido gobernante Rusia Unida, ha reunido a representantes de unos 60 partidos políticos parlamentarios de más de 50 países, según los organizadores. Medvédev, presidente del partido, dijo que los participantes representan a la "verdadera mayoría mundial" y están unidos en el deseo de crear un futuro libre de prácticas coloniales.

"No hace mucho, las naciones de Asia, Oriente Medio y América Latina eran etiquetadas arrogantemente como 'el Tercer Mundo' o, en el mejor de los casos, como 'naciones en desarrollo' a instancias del Occidente colectivo. Ahora estas naciones se están desarrollando rápidamente para convertirse en el marco, en los nodos de crecimiento de un mundo multipolar", declaró el funcionario ruso.

Medvédev acusó a Estados Unidos y a sus aliados de gestionar mal la economía mundial, entre otras cosas creando dinero no respaldado por un valor real.

"Se aprovechan de [controlar] las monedas de reserva. En última instancia, aumentan la inflación mundial y empeoran la pobreza en el planeta", explicó.

Otros abusos percibidos por Occidente son las restricciones económicas impuestas unilateralmente o a través de ciertas organizaciones internacionales.

"Controlan de facto las instituciones modernas de gestión mundial, que consideran suyas, como el Fondo Monetario Internacional, el Banco Mundial y la Organización Mundial del Comercio. Politizan descaradamente las actividades de esas estructuras", argumentó Medvédev.

El daño causado afecta no sólo a los opositores a Occidente y a las naciones neutrales, sino incluso a algunos de sus aliados, añadió el político ruso.

"Estados Unidos... no puede ganar solo una lucha global y sigue implicando a sus satélites en la aplicación de políticas neocolonialistas. Ellos cargan con la mayor parte de los costes. A menudo no están contentos con ello, pero se ven obligados a mantener su rumbo", afirmó.

Neocolonialist US policies are hurting the world as the majority strives for a more just future, the ex-Russian president says

The “rules-based order” touted by the US is an illusion that Washington and its allies are forcing on other nations, former Russian president Dmitry Medvedev said at an anti-neocolonialism forum in Moscow on Friday.

The term has been widely used by the administration of US President Joe Biden to describe the global liberal arrangement, in which Western powers have for decades had significant leverage. Critics, including Russia, say the system is antithetical to a codified international law and is being abused by the West for its own benefit.

“Who has ever seen it? Where does it exist? It is not a UN document, not some international convention, not a law,” Medvedev said of the ‘rules-based order’ during the international event called ‘For The Freedom of Nations.’

“Nevertheless, they constantly shove this order in our faces and tell us to follow it,” added the former president, who serves as deputy chairman of the Russian Security Council.

The forum, hosted by the ruling United Russia party, has brought together representatives of some 60 parliamentary political parties from over 50 countries, according to organizers. Medvedev, the chair of the party, said the participants represent the “true global majority” and are united in a wish to create a future free from colonial practices.

“Not long ago, nations of Asia, Middle East and Latin America were arrogantly labeled ‘the Third World,’ or at best ‘developing nations’ at the behest of the collective West. Now these nations are rapidly developing to become the framework, nodes of growth for a multipolar world,” the Russian official said.

Medvedev accused the US and its allies of mismanaging the world economy, including by creating money not backed by real value.

“They take advantage of [controlling] the reserve currencies. Ultimately, it boosts global inflation and makes poverty on the planet worse,” he explained.

Other perceived Western abuses include economic restrictions imposed unilaterally or through certain international organizations.

“They have de facto control over modern institutions of global management, which they consider their own, including the International Monetary Fund, the World Bank and the World Trade Organization. They shamelessly politicize the activities of those structures,” Medvedev argued.

The damage caused affects not only opponents of the West and neutral nations, but even some of its allies, the Russian politician added.

“The US… cannot win a global fight alone and keeps engaging their satellites in implementing neocolonialist policies. They carry the lion’s share of the relevant costs. They are often not happy about it, but are forced to keep their course,” he said.
