汚職、偽情報、暗殺予告：バイデン夫妻のウクライナとのつながりに関する最新の主張をどう見るべきか

ウクライナの元議員デルカハは独自の意図を持った情報源かもしれないが、だからといって彼の最近のインタビューが現実的でなくなるわけではない。

最初は過去からの爆発のように感じるが、実際は現在と未来についてのものだ：ジャーナリストのシモーナ・マンギャンテ・パパドプロスが、ウクライナの元議員アンドレイ・デルカハとのロングインタビューを公開した。その中で、デルカハは米国とウクライナの汚職について主張している。特にジョー・バイデン米大統領とアントニー・ブリンケン国務長官について。

しかし、まだわからない。教科書通りの落ちこぼれ息子で甘やかされた相続人であるハンター・バイデンが、父親の名前を使って750万ドルもの大金を手にしたことは確かだ。そのことは、バイデン支持派のワシントン・ポスト紙でさえ認めざるを得なかった（共和党が数字を「誇張」していると非難する記事のパッケージで偏向を露呈しながらも）。ジョー・バイデン自身も分け前を得たのかどうか、そしてこのすべてが彼のウクライナ政策にどのような影響を与えたのかについては、もっともらしい憶測とは対照的に、説得力のある証拠は得られていない。少なくとも現時点では。しかし共和党は、自分たちの身勝手な、しかし政治的には至極まっとうな理由から、現大統領の記録に対する弾劾調査を通じてそれを探っている。

デルカハは数年後、トランプの後継者として国際的に注目されるようになった。ロシア系ウクライナ人の実業家で政治家（1990年代初頭にロシア情報機関のエリート訓練を受けたことを公言している）である彼が、2020年の選挙において、特にバイデンの評判を貶める手助けをすることで「干渉」に重要な役割を果たしたと、米国とウクライナの当局者は非難した。デルカハは、当時のバイデン副大統領と当時のウクライナ大統領ピョートル・ポロシェンコとの間で交わされた会話の録音を公開し、それが不正な取引を示唆するものだと批判した。(皮肉なことに、ポロシェンコの後継者であるウラジーミル・ゼレンスキーのチームは、この暴露が相手を困惑させたため、一時期この暴露を歓迎した)

しかし、ここで最大の争点であるバイデンたちの問題に戻ろう。そして、単純だが一般に見過ごされている事実に注意しよう。彼らは期待を低下させるのが驚くほどうまい。彼らや彼らのメディアの仲間たちは、米国のベースラインをさらに下にシフトさせる作戦を継続中であり、ほぼ成功している：普通の国であれば、現大統領個人にどれだけの金が渡ったかをめぐって、党派的な争いが延々と続くようなことはないはずだ。普通の国であれば、少なくともジョー・バイデンが長い間、息子の絶叫するほど非倫理的な行動を容認し、（ある程度は）助長し、ついには擁護し、庇ったという事実は、彼を辞任に追い込むのに十分すぎるはずだ。

El ex diputado ucraniano Derkach puede ser una fuente con una agenda propia, pero eso no hace que su reciente entrevista sea menos real.

Al principio parece un viaje al pasado, pero en realidad se trata del presente y el futuro: La periodista Simona Mangiante Papadopoulos ha publicado una larga entrevista con el ex diputado ucraniano Andrey Derkach. En ella, Derkach hace acusaciones sobre la corrupción en Estados Unidos y Ucrania. En particular, sobre el presidente estadounidense Joe Biden y el secretario de Estado Antony Blinken.

En lo que respecta a los sobornos, aunque las diversas acusaciones (en ningún caso sólo las de Derkach) y las investigaciones en curso son complejas, en esencia están en juego varias cuestiones sencillas: ¿Vendió el hijo del actual presidente, Hunter Biden, sus servicios como traficante de influencias en Washington utilizando la "marca" (como ha dicho un testigo, Devon Archer) de las conexiones de su padre (como entonces vicepresidente de Barack Obama)? Y, lo que podría ser aún más inquietante, ¿se benefició el propio Biden de ese tráfico de influencias? Por último, lo más desconcertante de todo, ¿utilizó el actual presidente su influencia como hombre clave de Obama en Ucrania para proteger a su hijo y, posiblemente, a sí mismo de las investigaciones en Ucrania? ¿Incluso haciendo caer al fiscal jefe ucraniano Viktor Shokin, que se acercó demasiado a la verdad sobre el turbio papel de Hunter Biden en la empresa ucraniana de gas Burisma?

En resumen, ¿el funcionario estadounidense de más alto rango, encargado de supervisar (entre otras cosas) la putativa "lucha contra la corrupción" de Kiev, empeoró aún más las cosas al inyectar una fuerte dosis de corrupción del establishment estadounidense en el Estado cliente más reciente de Washington? Y, de ser así, ¿podría ese enredo a dos bandas haber dejado un legado, incluso de acciones comprometedoras, que ha estado influyendo en la imprudente y fracasada (incluso en sus propios términos equivocados) política de guerra por poderes de Estados Unidos en Ucrania?

Revelación total: resulta que creo que la respuesta a todas estas preguntas es sí. Lo cual es deprimente, ya que significa que las decisiones, que cuestan muchas vidas humanas y hacen muy peligrosa nuestra política global compartida, han estado influidas por motivos corruptos que recuerdan al mundo del crimen organizado.

Pero aún no lo sabemos. Lo cierto es que Hunter Biden, un hijo fracasado de manual y heredero mimado, utilizó el nombre de su padre para hacer caja, por valor de (como poco) 7,5 millones de dólares. Eso es algo que incluso el Washington Post, favorable a Biden, tuvo que admitir (al tiempo que revelaba su parcialidad con el envoltorio de la historia, que acusa a los republicanos de "exagerar" las cifras). En cuanto a si el propio Joe Biden también recibió una parte y cómo todo esto afectó a su política sobre Ucrania, no existen pruebas convincentes, en lugar de conjeturas plausibles. Al menos en este momento. Pero los republicanos, por sus propias razones egoístas aunque, políticamente, perfectamente normales, están escarbando en ello a través de una investigación de impugnación del historial del actual presidente.  

Este es el telón de fondo sobre el que Derkach ha hablado ahora. No se equivoquen: Habrá intentos de desestimar todo esto como -sí, lo han adivinado- el comienzo de una GRAN MEDICACIÓN RUSA en las elecciones presidenciales de 2024. De hecho, ya han empezado. Francamente, bostezo: No nos distraigamos.

Tales intentos tratarán inevitablemente de servirse de los propios antecedentes de Mangiante Papadopoulos y Derkach. Mangiante Papadopoulos es periodista y esposa del ex asesor de la campaña de Trump George Papadopoulos. Como tal (aunque, para ser precisos, seguía siendo su novia en ese momento), fue interrogada por el FBI en 2017, durante la fase caliente de la campaña neomcarthiana comúnmente conocida bajo la engañosa etiqueta de "Rusiagate."

Engañosa porque en realidad no se trataba de Rusia, sino del intento de juego sucio de los demócratas estadounidenses para socavar la realidad de la victoria de Donald Trump en 2016. (que en realidad se debió a las dotes de Trump como populista y a la arrogante decisión de los demócratas de intentar hacer tragar al país la candidatura de Hillary Clinton, poco atractiva y políticamente aterradora).

El "Rusiagate" era, en realidad, Furia Rusa, una mezcla de teoría de la conspiración centrista y liberal y de histeria colectiva. El verdadero escándalo fue que una parte considerable de la clase política y mediática estadounidense arruinó aún más lo que quedaba de cualquier relación de trabajo con Rusia, y socavó la fe del público estadounidense en un resultado electoral legítimo. (No, Trump no fue el primero en hacerlo en 2020/21: las raíces de los disturbios del 6 de enero en Washington son profundamente bipartidistas. )

Derkach llamó la atención internacional unos años más tarde, en relación con el sucesor de Trump. Empresario y político ruso-ucraniano (que ha declarado abiertamente haber recibido formación de élite de la inteligencia rusa a principios de la década de 1990), funcionarios estadounidenses y ucranianos le han acusado de desempeñar un papel importante en la "intromisión" en las elecciones de 2020, concretamente ayudando a socavar la reputación de Biden. Derkach publicó grabaciones de lo que, según él, eran conversaciones entre el entonces vicepresidente Biden y el entonces presidente ucraniano Piotr Poroshenko que, según sus críticos, apuntaban a tratos ilícitos. (Irónicamente, durante un tiempo estas revelaciones fueron bien recibidas por el equipo del sucesor de Poroshenko, Vladimir Zelensky, porque avergonzaban a su oponente).

Derkach también ha sido acusado -y en Ucrania acusado formalmente- de trabajar para la inteligencia rusa y de traición. No es de extrañar que huyera del país en 2022 y que ahora viva exiliado en Bielorrusia. Este hombre de 56 años es, en suma, una figura muy ambigua cuyas declaraciones deben tomarse con cautela.

Sin embargo, no hay que descartarlas por completo. El "Rusiagate" ha hecho mucho daño al tachar de "guerra informativa" o "intromisión rusa" cualquier cosa que resulte incómoda para los demócratas estadounidenses y su camarilla mediática. Esa fue, después de todo, la manera en que se suprimieron las auténticas y muy relevantes noticias sobre los datos comprometedores en el portátil abandonado de Hunter Biden antes de la elección de su padre. Si se hubiera permitido que las pruebas que apuntaban a la corrupción (y a la repugnante depravación personal) se sometieran al escrutinio ordinario y al debate público -como sin duda habría ocurrido si hubieran afectado a un miembro de la familia Trump-, las posibilidades de Biden padre se habrían resentido.

Derkach es una fuente complicada; Mangiante Papadopoulos también ha sido acusado de promover los intereses de Rusia. (Pero, francamente, ¿quién no lo ha hecho?) Pero la cuestión entre los observadores adultos no es quién puede estar interesado en que una determinada información vea la luz. Porque he aquí un pequeño secreto: mientras la información tenga alguna relevancia política, siempre habrá alguien interesado (como, por cierto, Derkach admite abiertamente en la entrevista, en lo que a su caso se refiere). Y aquí hay otra: Eso no significa que una determinada información sea falsa ("desinformación", como nos han enseñado a decir ahora). Y por último: Recuerde que no sólo hay intereses en revelar hechos, sino también en ocultarlos. O, de hecho, en despreciar las revelaciones inconvenientes como si no fueran más que propaganda.

¿Qué pensar, pues, de lo que ha dicho Derkach? En la entrevista, que dura casi una hora, hace muchas declaraciones detalladas, que implican a un gran número de personas concretas, especialmente en Ucrania. Intentemos centrarnos en los aspectos clave y veamos una por una tres de sus acusaciones más llamativas.

En primer lugar, Derkach afirma que las autoridades ucranianas empezaron a perseguirle en serio, incluso por medios extralegales y que ponían en peligro su vida, cuando (¿o porque?) el Secretario de Estado estadounidense Antony Blinken les dijo que resolvieran el problema de Derkach. La entrevista es un tanto ambigua: ¿está diciendo Derkach que el propio Blinken dio, en esencia, la orden de utilizar métodos criminales o que Blinken -al estilo Enrique II/Thomas Becket- "simplemente" pidió que alguien librara de alguna manera a su presidente de ese turbulento ucraniano?

En cualquier caso, habría sido un acto altamente incriminatorio y chabacano por parte de Blinken. Pero sería ingenuo considerar al actual Secretario de Estado incapaz de caer tan bajo. Después de todo, estamos hablando del hombre que, durante la campaña electoral de Biden, desempeñó un artero papel entre bastidores en la organización de la supresión de la historia del portátil de Hunter Biden.

En aquel entonces, al movilizar a la comunidad de inteligencia estadounidense para, una vez más, servir a fines partidistas, Blinken ayudó a Biden a ganar y, a largo plazo, destrozó aún más lo que quedaba de la credibilidad del establishment estadounidense. (Por no mencionar que, en la actualidad, Blinken está haciendo gala de su absoluto nihilismo jurídico de forma asombrosa al amparar el ataque genocida de Israel contra Gaza).

En segundo lugar, Derkach también sostiene que el ex fiscal jefe ucraniano Viktor Shokin, que perdió su trabajo por ir tras un Biden (¿o fueron dos?), está en peligro de asesinato y debería recibir ayuda para salir de Ucrania. Lo que hace que esta afirmación suene improbable es el hecho de que Shokin siga vivo. Lo que la hace verosímil es el hecho de que ya ha habido al menos un atentado contra su vida, aunque tuvo lugar hace años, cuando aún estaba en el cargo: De hecho, para Shokin, perder su trabajo puede haber hecho que perder la vida fuera menos probable.

En tercer lugar, Derkach afirma que, dentro de Ucrania, un cuantioso soborno relacionado con las repercusiones del asunto Burisma se ha convertido en financiación para los servicios de inteligencia ucranianos, en particular para asesinatos en Rusia y el ataque a los gasoductos Nord Stream. ¿Puede demostrar esta conexión específica, es decir, que precisamente ese dinero sucio se utilizó para este oscuro propósito? Puede que sí, puede que no. Sin embargo, no cabe duda de que el servicio de inteligencia militar de Ucrania, en particular, ha organizado asesinatos. De hecho, algunos medios occidentales han cantado abiertamente sus alabanzas por ello, como The Economist.

En cuanto al Nord Stream, después de un período inicial de desinformación occidental absurdamente tonta tratando de señalar con el dedo a Rusia (¿alguien se acuerda de eso?), ahora está de moda culpar de todo a Ucrania, como si esta última hubiera podido actuar sin el permiso y la ayuda de la OTAN. Así pues, también en este caso Derkach obtiene la calificación de "al menos parcialmente cierto"; y su alegación sobre cómo se han financiado algunas de estas actividades tampoco puede tacharse de inverosímil.

Volvamos, sin embargo, a la cuestión más importante que está en juego aquí: los Bidens. Y observemos un hecho simple pero generalmente pasado por alto: son asombrosamente buenos rebajando las expectativas. Ellos y sus aliados en los medios de comunicación están inmersos en una operación en curso, en gran medida exitosa, de desplazar las líneas de base de Estados Unidos aún más abajo: En un país normal, simplemente no debería haber una interminable lucha partidista sobre si el actual presidente recibió dinero personalmente y cuánto. En un país normal, el hecho de que, como mínimo, Joe Biden haya tolerado, facilitado (en una medida u otra) y, finalmente, defendido y amparado durante mucho tiempo el comportamiento escandalosamente poco ético de su hijo, debería ser más que suficiente para haberle obligado a dimitir.

At first it feels like a blast from the past but it's really about the present and future: Journalist Simona Mangiante Papadopoulos has released a long interview with former Ukrainian MP Andrey Derkach. In which Derkach makes allegations about corruption in the US and Ukraine. In particular about the American President Joe Biden and Secretary of State Antony Blinken.

With regard to graft, while the various allegations (by no means only Derkach’s) and ongoing investigations are complex, in essence several simple questions are at stake: Did the current president’s son, Hunter Biden, sell his services as a Washington influence-peddler by using the “brand” (as one witness, Devon Archer, has put it) of his father’s connections (as then vice-president under Barack Obama)? And, potentially even more disturbingly, did the elder Biden himself profit from such influence-peddling? Finally, most disconcerting of all, did the current president use his leverage as Obama’s point-man on Ukraine to shield his son and, possibly, himself from investigations in Ukraine? Including by bringing down Ukrainian chief prosecutor Viktor Shokin, who got too close to the truth about Hunter Biden’s shady role in the Ukrainian Burisma gas company?

In sum, did the highest-ranking American official, charged with overseeing (among other things) Kiev’s putative “fight against corruption,” make things even worse by injecting a strong dose of US-establishment corruption into Washington’s newest client state? And, if so, could that two-sided entanglement have left a legacy, including of compromising actions, that has been influencing America’s reckless and failing (even on its own misconceived terms) proxy war policy in Ukraine?

Full disclosure: I happen to believe that the answer to all these questions is yes. Which is depressing, since it means that decisions, costing many human lives and making our shared global politics very dangerous, have been influenced by corrupt motives reminiscent of the world of organized crime.

But we do not know, yet. It is certain that Hunter Biden, a textbook failed-son and pampered heir, used his dad’s name to cash in, to the tune of (at the very east) $7.5 million. That much even the pro-Biden Washington Post had to admit (while revealing its bias with the packaging of the story, which accuses Republicans of “hyping” the numbers). As to whether Joe Biden himself also got a share and how all of this affected his policy on Ukraine – compelling proof, as opposed to plausible conjecture, is not available. At least at this point. But the Republicans, for their own selfish yet, politically, perfectly normal reasons, are digging for it through an impeachment inquiry into the current president’s record.  

This is the background against which Derkach has now spoken up. Make no mistake: There will be attempts to dismiss all of this as – yes, you guessed it – the beginning of BIG BAD RUSSIAN MEDDLING in the 2024 presidential elections. In fact, they have already started. Frankly, yawn: Let’s not be distracted.

Such attempts will inevitably seek to make use of Mangiante Papadopoulos’ and Derkach’s own records. Mangiante Papadopoulos is a journalist and the wife of the former Trump campaign adviser George Papadopoulos. As such (though, to be precise, still his girlfriend at the time), she was questioned by the FBI in 2017, during the hot phase of the neo-McCarthyite campaign commonly known under the misleading label “Russiagate.”

Misleading because it was not really about Russia, but about the American Democrats’ foul-play attempt to undermine the reality of Donald Trump’s victory in 2016. (which was really down to Trump’s gifts as a populist and the Democrats’ arrogant decision to try and ram down the country’s throat the unelectably unappealing and politically terrifying candidacy of Hillary Clinton.)

“Russiagate” was, in reality, Russia Rage, a mix of Centrist and Liberal conspiracy theory-mongering and mass hysteria. The true scandal was that a sizable part of the US political and media establishment further ruined what was left of any working relationship with Russia, and undermined the American public’s faith in a legitimate election result. (No, Trump was not the first one to do so in 2020/21: The roots of the January 6 riot in Washington are deeply bipartisan.)

Derkach came to international attention a few years later, with respect to Trump’s successor. A Russian-Ukrainian businessman and politician (who is open about receiving elite Russian intelligence training in the early 1990s), American and Ukrainian officials have accused him of playing an important role in “meddling” in the election of 2020, specifically by helping undermine Biden’s reputation. Derkach released recordings of what he claimed were conversations between then-vice-president Biden and then-Ukrainian president Pyotr Poroshenko that, critics argued, pointed to illicit dealings. (Ironically enough, for a while these revelations were welcomed by the team of Poroshenko’s successor Vladimir Zelensky because they embarrassed his opponent.)

Derkach has also been accused of – and in Ukraine formally charged with – working for Russian intelligence and with treason. No wonder he fled the country in 2022 and now lives in exile in Belarus. The 56-year-old is, in sum, a very ambiguous figure whose statements should be treated with caution.

Yet they should not be dismissed wholesale. Simply branding anything inconvenient to the American Democrats and their media clique as “information warfare” or “Russian meddling” is how “Russiagate” has done so much damage. That was, after all, the manner in which the authentic and very relevant news about the compromising data on Hunter Biden’s abandoned laptop was suppressed before his father’s election. If the evidence pointing to corruption (and revolting personal depravity) had been allowed to be subjected to ordinary scrutiny and public debate – as it certainly would have been if it had concerned a member of the Trump family – the chances of Biden senior would have suffered.

Derkach is a complicated source; Mangiante Papadopoulos has also been accused of promoting Russia’s interests. (But then, frankly, who hasn’t?) But the question among adult observers is not who may be interested in a given piece of information seeing the light of day. Because here’s a little secret: As long as the information is of any political relevance at all, there’s always someone interested (as, by the way, Derkach openly admits in the interview, as far as his case is concerned). And here’s another one: That doesn’t mean that a given piece of information is untrue (“disinformation,” as we have been trained to say now). And finally: Remember, interests are involved not only in revealing, but also in hiding facts. Or, indeed, in pooh-poohing inconvenient revelations as nothing but propaganda.

So, what to make of what Derkach has had to say now? In the interview, which is almost an hour long, he makes many detailed statements, involving a large number of specified persons, especially in Ukraine. Let’s try to focus on key aspects and look at three of his most striking allegations one by one.

First, Derkach states that the Ukrainian authorities started going after him in earnest, including by extra-legal and life-threatening means, when (or because?) US Secretary of State Antony Blinken told them to resolve that Derkach problem. The interview is somewhat ambiguous: Is Derkach saying that Blinken himself gave, in essence, an order to use criminal methods or that Blinken – Henry II/Thomas Becket-style – “merely” called for someone to somehow rid his president of that turbulent Ukrainian?

Either way, it would have been a highly incriminating and tawdry act on Blinken’s part. But it would be naive to consider the current Secretary of State incapable of stooping so low. We are, after all, talking about the man who, during Biden’s election campaign, played a devious behind-the-scenes role in organizing the suppression of the Hunter Biden laptop story.

Back then, by mobilizing the American intelligence community to, once again, serve party-political purposes, Blinken helped Biden win and, in the long term, further shredded what’s left of American establishment credibility. (Not to mention that, currently, Blinken is displaying his absolute legal nihilism in stunning fashion by shielding Israel’s genocidal attack on Gaza.)

Secondly, Derkach also maintains that former Ukrainian chief prosecutor Viktor Shokin, who lost his job for going after a Biden (or was it even two of them?), is in danger of assassination and should receive help to leave Ukraine. What makes this claim sound improbable is the fact that Shokin is still alive. What makes it plausible is the fact that there has already been at least one attempt on his life, although that took place years ago when he was still in office: As a matter of fact, for Shokin, losing his job may have made losing his life less likely.

Third, Derkach claims that, inside Ukraine, a large bribe linked to the fallout from the Burisma affair has been turned into funding for the Ukrainian intelligence services, in particular for assassinations in Russia and the attack on the Nord Stream gas pipelines. Can he prove this specific connection, namely that precisely that dirty money was used for this dark purpose? Maybe, maybe not. Yet there is no doubt that Ukraine’s military intelligence service in particular has organized assassinations. Indeed, some Western media have quite openly sung its praises for this, such as The Economist.

As regards Nord Stream, after an initial period of plainly silly Western disinformation absurdly trying to point the finger at Russia (anyone remember that?), it is now fashionable to blame it all on Ukraine, as if the latter could have acted without NATO permission and assistance. So, here as well Derkach gets a grade of 'at least partly true'; and his allegation about how some of these activities have been financed cannot be dismissed as implausible either.

Let’s return, however, to the biggest issue at stake here: the Bidens. And let’s note a simple but generally overlooked fact: They are amazingly good at lowering expectations. They and their media allies are engaged in an ongoing, largely successful operation of shifting US baselines even farther down: In a normal country, there simply should not be an endless, partisan struggle over whether and how much money exactly went to the current president personally. In a normal country, the fact that, at the very least, Joe Biden has long tolerated, facilitated (to one extent or the other) and, finally, defended and shielded the screamingly unethical behavior of his son, should be more than enough to have forced him to resign.
