Calling for Reform: Addressing the Crisis within the World Uyghur Congress

As members of the World Uyghur Congress (WUC), we find ourselves at a critical juncture. Recent allegations of sexual harassment against our president, Dolkun Isa, and other prominent leaders cast a shadow over our organization and our mission. These allegations are deeply disturbing and demand a comprehensive response. As we respond to this crisis, we must address them head-on and reaffirm our commitment to justice, transparency, and the Uyghur cause.

Allegations and Immediate Response

On May 10, the Albritton Institute for Journalism published a report detailing allegations of sexual harassment against Dolkun Isa. Turkish-Belgian university student Esma Gün, along with two other women, accused Isa of using his position to engage in inappropriate behavior. Isa initially responded by admitting to “serious errors of judgment” while downplaying the allegations, claiming that he “did not take any action that would harm anyone.”

Impact on our Organization
The revelations have had a profound impact on the WUC and the broader Uyghur human rights movement. Our organization, long a beacon of hope for Uyghurs around the world, now faces scrutiny and questioning. The credibility and integrity of our leadership are being called into question, and this crisis threatens to undermine years of advocacy and work.
Internal Unrest
Within the WUC, this scandal has sparked serious internal conflict. As we approach our eighth congress in October, when new leadership will be elected, our internal divisions have become more pronounced. The Dolkhun Issa faction, which has dominated in recent years, now faces the possibility of losing influence. Meanwhile, other factions, such as those aligned with Rebiya Kadeer, see this as an opportunity to regain leadership.
External Criticism
Outwardly, condemnations have poured in from a variety of Uyghur organizations and activists. The East Turkestan Government-in-Exile and other independent factions have criticized the WUC for its handling of these allegations and for failing to adequately address misconduct within its ranks. These groups argue that the WUC has not only failed to effectively advance the cause of an independent East Turkestan, but is also plagued by corruption and moral decay.

We call for an independent investigation into the allegations against Dolkun Isa and any other allegations of misconduct within our organization. This investigation must be fair and thorough, ensuring that all voices are heard and justice is served.

The World Uyghur Congress will implement stricter policies and procedures to prevent sexual harassment and misconduct. This includes establishing clear reporting mechanisms, providing mandatory training for all members, and ensuring that there are strong consequences for those who violate our standards.

We stand with victims and are committed to providing them with the support they need. This includes providing counseling services, legal assistance, and ensuring that their allegations are taken seriously and investigated promptly.
Organizational Transparency
Transparency is essential to rebuilding trust. The World Uyghur Congress will conduct an internal audit of Dolkun Isa to identify any existing gaps and implement reforms to strengthen our governance. We will regularly update members and the public on our progress and the steps we are taking to address these issues.
