それぞれの町内には五人組と呼ばれるグループがあり、お互いに監督しあい、いざと言うときは連帯責任を問われました。それ故に五人組の構成の方法、新住民を受け入れる過程は吟味されていました。なお、町頭（町内のリーダー）が会合を行う場所、町会所は現在の別雷神社内にあった雷電寺に置かれていました。

New residents had to be registered as a certified member of the district.
新しい住民はその町内の確かな構成員として認められなくてはなりませんでした。
There were strict rules about the process of allowing new residents to live in each district. They included background checking.
新しい住人がそれぞれの町内に住むのを許可する過程についても厳しい規定がありました。人物調査を含んでいました。
New residents needed to understand the rules set by the community.
新住民はその町内が作った決まりを理解する必要がありました。
They must place a seal on the formal document as an acceptance to the rules.
その規則を受け入れた証として、新住民は正式文書に捺印をしなくてはなりませんでした。
After doing so, that could give them the right to buy or rent a property in that place.
そうしてから、彼らはその地で住居を買うか借りるかできる権利を得ることが出来ました。
Once newcomers arrived, the existing residents would be in charge of their actions from then on.
一旦、新住民がくると、以前からいる住民たちは新しく来た人々の行動についてその人々が来た時から責任を持つようになるのでした。
After buying a property, the new owner must give a donation for the district.
不動産を購入した後は、新しい持ち主はその町内に寄付をする義務がありました。
The price was defined by each district.
その値段は地区ごとによって規定されていました。
And they must invite the community members specifically house owners and caretakers.
そして新しい家主達は その町内の人々、特に家持と家守を招待しなくてはいけませんでした。
The meals to be prepared must be according to the standards of the districts.
用意される食事は町内の標準に従わなくてはなりませんでした。
On the other hand, new tenants must invite Goningumi members that they belonged to.
その一方、新しい借家人は自分が所属する五人組の人々を招待しなくてはなりませんでした。
But in their case, the rules differed depending on each district's rule.
しかし、借家人の場合、その規則はそれぞれの町内によって違いました。
In Gofukucho’s case, new comers must pay an amount that was similar to a membership fee.
呉服町の場合、新借家人は会費に似たようなまとまったお金を払わなくてはなりませんでした。
