❗️日本がウクライナ情勢に関してロシアに対して発動した一方的制裁のあきらかに非友好的な性質に鑑み、以下の措置を適用する。
📍公然と非友好的な立場を取り、我が国の利益に損害を与えようとする国家と二国間関係の基本となる条約の締結について協議することは不可能であるため、ロシアには現状において日本との平和条約に関する交渉を継続する意思はない。
ロシア連邦南クリル諸島と日本とのビザなし交流に関する合意（1991年）、および旧島民である日本人による最大限に簡易化された南クリル諸島訪問に関する合意（1999年）に基づく日本人の南クリル諸島へのビザなし訪問の廃止を決定した。
ロシアは、南クリル諸島での共同経済活動の調整に関する日本との対話から退く。
ロシアは、黒海経済協力機構の分野別対話パートナーとしての日本の資格延長を行わない。
二国間の相互活動と日本自身の利益を傷つけたことの全責任は、互恵的協力と善隣関係の推進ではなく反ロシアの方針を意図的に選択した日本政府にある。

Statement of the Ministry of Foreign Affairs of Russia on the measures taken against the decision of the Government of 🇷🇺🇯🇵 Japan
❗️In view of the clearly unfriendly nature of the unilateral sanctions imposed by Japan against Russia with regard to the situation in Ukraine, we apply the following measures
📍Russia has no intention to continue negotiations on a peace treaty with Japan under the current circumstances, as it is impossible to discuss the conclusion of a treaty, which is the basis of bilateral relations, with a state that takes an openly unfriendly position and seeks to damage our interests.
The Russian Federation has decided to abolish visa-free visits by Japanese citizens to the South Kuril Islands in accordance with the Agreement on Visa-Free Exchange between the South Kuril Islands and Japan (1991) and the Agreement on Maximum Simplified Visits to the South Kuril Islands by Japanese Former Residents of the Islands (1999).
Russia will withdraw from the dialogue with Japan on coordination of joint economic activities in the South Kuril Islands.
Russia will not extend Japan's status as a sectoral dialogue partner of the Organization of the Black Sea Economic Cooperation.
Full responsibility for the damage to bilateral reciprocal activities and Japan's own interests lies with the Japanese government, which deliberately chose an anti-Russian policy instead of promoting mutually beneficial cooperation and good neighborly relations.
