辺野古移設問題の県民投票の日が来ました。

日本国民は気にかけているか？

僕は海外にいるけど、一応ニュースだけ見てます

あの問題どーなんって聞かれること多いし。一応政治の勉強してるし

海外のニュースでもFOXやTelegraph、Guardianなどで取り上げられてたのでさっと記事読んだ

ちなみに一昨日、The Guardian Newsのeditor-in-chiefを20年間務めた超すごいジャーナリストに会ってきた、関係ないけど

今回のreferendumでは

辺野古移設問題に関して「賛成」「反対」「どちらでもない」に投票する仕組みになっている。

しかし、上のリンクにあるように

政府は結果によらず日米同盟の抑止力維持などを理由に移設工事を続ける方針だ。

ということで実質的な効力はあまりない

しかし、有権者の1/4がいずれかの表に集まった場合には首相及び大統領にその旨が伝えられる。

これが何を意味するのか。

「どちらでもない」の価値が変わってくる。

だれがこの選択肢を考えたのか知らないが今回は「どちらでもない」は限りなく「賛成」に近い

僕が昔引用した親愛なる友人、minori（https://note.mu/libyanlifem2）の言葉をもう一度引用しておく

何もしないということによって、
無意識に加担してしまわないように。
パワーや声の大きい人の側に
結果的に立ってしまわないように。

そうこのreferendum、パワーバランスというか構造がそもそもおかしい。

Brexit referendumや2014年のScottish Independent Referendumでは実質的にWestminsterは結果を拒否できないという意味で、直接民主的な（popular sovereignty）政治の営みが注目されてきた。

日本でも橋下時代の都構想rederendum以来くらいの（よく知らないので濁す）referendum

ただし今回は訳が少し違う

もともと覆す気の無い政府と覆す力を持たない市民という構図。

民意の表明は一方で今夏の参院選や地方選挙に響いてくるのか、というくらいのimplicationしかもたない。

この辺はmajoritarian型の統治形態の負の側面なのだろうか。

In our parliamentary government system, public opinion should be reflected in the field of general election.

There, however,  has increasingly been a gap between the number of seats and the vote, because of the FPTP electoral system.

i.e. the problem of representation has arisen in voting arena.

If there were an absolute sovereignty in Okinawan parliament, like Scottish parliament, this coming referendum would be meaningful for Okinawan.

But to be honest, it seems, to me, just "consolation" for Okinawan in spite of  high attention to it by citizens, when we take into account of the government's solid attitudes towards the relocation

While majoritarian governing system is effective and stable, no person or institution could resist the determination by them.

Should we need constitutional reforms on it? 

Or devolution to Okinawa? 

Or just turn of government? But which party?

Or something else?

We have quite similar problems in common in Japan and UK and any other states around the world, although details are different. (That's why I'm here, UK)

Personally, I hope the majority of 'No' opinions would be delivered to PM, president in US, and those who desire true democracy and would prove the power of grassroots movement.
