The reason for his disrespect was that he wanted to hide the identity of the extortionist and that he wanted to impress upon the people of the prefecture that "Tokyo Electric Power Co. was at fault" and secure his re-election.

The following is from "Masayuki Takayama Cuts the U.S., China, South Korea, and Asahi," published on 2013/12/10 by Masayuki Takayama, the one and only journalist in the postwar world, Themis, 1000 yen.
It is a must-read not only for the Japanese people but for people worldwide.
Everyone will be amazed at the sharpness of his tongue as he reveals and conveys the truth to us.
It is no exaggeration to say that this is his best book regarding sharpness of argument.
Emphasis in the text other than the headline is mine.
I omit the first half of the sentence.

Is the victim "100% good"?  
However, in the 1980s, the underground funds of tax evaders threatened to distort the Japanese economy, and the government proposed a small savings user card or so-called green card system.
The bill was passed and enacted with the aim of at least stopping fictitious accounts, which are hotbeds of tax evasion, and was scheduled to go into effect in January 1984.  
It was what caught Toyota Shoji's attention.
If things continue like this, it will be impossible to evade taxes through fictitious accounts using postal savings.
It is where Nagano's flattery comes into play: "You can earn profits while evading taxes.''
The fox and the raccoon dog turned into each other, and only the greedy one suffered the loss.  
On the other hand, regarding the green card, South and North Korea bought the Socialist Party with pachinko money, and the post office gave bribes to the rank-and-file representatives of the Liberal Democratic Party and scrapped the idea after a year.

However, the local news edition stuck to the pattern of rewarding good and punishing evil.
If both are petty thugs, it won't be a manuscript.  
So, they compared the two and decided that the one who was deceived was 49% worse, and Nagano, the one who cheated, was 51% worse. 
They rounded them up and decided that Nagano was 100% worse and the victim was 100% better. 
Newspapers were more concerned with form than with facts.
This habit was reflected in the coverage of the Fukushima nuclear power plant in the 3/11 Aftermath of the 2011 Tōhoku earthquake and tsunami.  
TEPCO's nuclear power plant installed a reactor manufactured by GE in the United States in Fukushima Prefecture under guidance from the government.
The locals know that the nuclear power plant is a shadowy place like the U.S. military base in Okinawa.
In other words, if you make difficulties, you will make money.  
As a result, Fukushima Prefecture extorted 700 billion yen from TEPCO. 
As a result, local municipalities followed the prefecture's lead in accepting a dangerous nuclear power plant, and as a result, TEPCO has borne 90% of the municipalities' budgets.  
Getting that much money from TEPCO, what did Namie-cho, for example, do with the financial support from TEPCO, which is more than it can afford?
They built unnecessary public buildings.
If they thought it was that dangerous, they should have built a sanatorium outside the prefecture for residents to evacuate to, just in case.  

Governor Sato refused to meet twice.
A colossal tsunami occurred after spending so much of TEPCO's money.
It was bigger than the Jogan tsunami of the Heian Dynasty.
The epicenter width is 400 km.
It is a giant tsunami that the Japanese people didn't know about.
The Fukushima nuclear power plant was destroyed, and the president of TEPCO visited Governor Sato to apologize.
He is a fellow victim.
However, the governor twice refused to meet with TEPCO's president, just as I thought they would comfort each other and discuss their comeback.

Governor Sato is more calculating and sly than Toyota Shoji's Nagano.  
The mayor of Namie also imitated this idea.
He tried to cover up the town's failure to build a sanatorium outside the prefecture by playing the victim.
The mayor also asked the TEPCO president to kneel on the ground.  
The newspaper compared TEPCO and the local area, calling the local area 49% evil and therefore making them the good victims in the paper.
TEPCO is actually a victim of GE, but in this case, it's easier to write an article if you make them the bad guys.
Thus, rounding was also done here, and the facts were hidden.
