背景がわからないので、記事の意味が半分ぐらいしかわからないです。鉄道の権益を、古いものから新しいものへと整理しているということだとは思いますが。

fail toの翻訳が、「〜に失敗した」なのか「〜に降りかかる」なのか判断できませんでした。

Evidence that the former Manchurian Government is finally abandoning hope of regaining the Chinese railways in Manchuria is contained in the following official statement:
  "All persons having claims relating to the former Northeastern Communication Committee against said committee and railways under its control are hereby requested to present documents relating thereto, accompanied by their evidence."
  "Foreign persons are required to submit evidence of their consul and Chinese proof of their chamber of commerce to the general manager's office not later than the end of April, 1932. All persons who fail to submit said documents by the above specified date shall be regarded as having surrendered their claims."
