購入に使う5千万円のローンの計画は若槻内閣によって拒否された。

ロシア当局への問い合わせと日本のある筋によると、両方とも現在のところは北満州でトラブルを招きたくないとの見方を示しています。満州の問題は、ロシア、中国、日本の３つがあります。それは、結果として、ロシアと中国を同時に巻き込みたくない日本の外交によって制定されました。チチハルでは、日本人はロシアの利害と衝突しないように注意を払っていて、また、決してハルビンの近くには行きませんでした。
　日本軍の活動は北方へは拡大しないでしょう。日本人は、チチハルには300人しかおらず、彼らは新しい政府に対して道義的にサポートをする必要があります。中国の不正規軍による大規模な活動は南西のエリアに限定しており、張学良の軍隊の残党で溢れかえっています。

　ロシア人の満州における積極的な関心は、ロシアの支配下にあるウラジオストックでの輸送機関の路線の管理のメンテナンスにあります。日本の鉄道は北方に設置していて、満州鉄道、清津、朝鮮を繫ぐことを目標にしています。それは、最終的には東清鉄道の収益力を削ぐことになります。しかし、ロシアは平行に走る路線を防止するための協定はしていないので、間接的に彼らの経済的な権益を守るだろう。
　ロシアは五カ年計画でとても忙しいので、国境沿いの戦争をしている場合ではありません。さらにロシア内で今、熱狂している「産業への期待という魔法」で、満州の変化に対しては「気にするな」と言いそうです。ロシアの不可避の黙認と、ソビエトと中国を同時に喧嘩することを避けたい日本の思惑は、その地域を平和なままにしておくには十分な理由です。
　貸付金の期間を延長する1931年プロジェクトの復活で、ロシアは間接的に賠償を持ちかけています。1931年に5千万円の貸付金の提案をしました。その内容は、ロシアは汽船、船舶用エンジン、電機、化学物質、レールを購入するというものです。長い議論のあとで、晩年の内閣はその計画を断念しました。
　日本の重光大臣は、今日、ここ、南京に到着しました。スティムソンドクトリン（声明）に対する回答の草稿は、昨日の夜から外務大臣の芳澤謙吉の手にありますが、彼は渡せずにいます。おそらく、それは明日、合衆国の大使館であるキャメロンに渡されるでしょう。

記事に対する所感
1931年のロシアとの密約が、どういったものであるのかは調べてもわかりませんでした。知っている方がいれば、教えて下さい。当時も、各国が様々な思惑を持っていたことが伝わってきます。当時の日本は、ソビエトと中国の両方とは同時には喧嘩をしたくないって至極まともな発想をしていますね。この考え方が、14年後には無くなってしまったのが残念です。

TOKYO, Jan. 15. Inquiries in authoritative Russian and Japanese quarters show that neither side is looking for trouble in North Manchuria at present.
 The Manchurian question has three sides-Russian, Chinese and Japanese. It is consequently a fixed rule of Japanese diplomacy not to become embroiled with Russia and China at the same time. At Tsitsibar the Japanese took care not to interfere with Russian interests, and they have never gone near Harbin
 Japanese military operations will not be extended northward. The Japanese have only 300 men at Tsitsibar, and are giving their moral support to the new Governor. Large scale operations by Chinese irregulars are confined mainly to the southwestern area, which is flooded with the debris of Chang Hseuh-liang's armies.
 The change in Manchuria's status, from a weak dependency exploited by war loads entangled in Chinese civil wars to an autonomous State under Japanese influence, will affect Russian interests in the future, but all evidence shows the Soviet Government has decided to cross future bridges then it reaches them, while Japan will avoid giving any provocation at present.
 Russia's vital interest in Manchuria is the maintenance under her own control of a direct line of communication with Vladivostock. Japanese railway plants in the north, which aim at connecting the Manchurian road with Seishin, Korea, will eventually reduce the earning power the Chinese Eastern Railway, but the Russians have no agreements to prevent parallel lines or to protect their indirect economic interests.
 They are too busy with their five-year plan to take on a frontier war, and, under the spell of the industrial prospects now opening up within Russia, they can say "Nichevo" [Never mind] to change in Manchuria. Russia's acquiescence in the inevitable and Japan's care to avoid quarreling with Soviet Russia and China simultaneously are strong enough to preserve peace between them.
 The revival of the 1931 project to prolong the term of credits suggests that Moscow is seeking compensation indirectly. The 1931 plan proposed the establishment of a credit of 50,000,000 yen [$25,000,000 at par] , with which Russia would purchase steamers, marine engines, electrical machinery, chemicals and rails. After long discussion the late government dropped the scheme.
 Minister Shigemitsu of Japan arrived here from Nanking today. Although the draft of the answer to Secretary Stimson's note has been in Foreign Minister Yoshizawa's hands since yesterday evening, he has been anable to deal with it. It will probably be handed to W.Cameron Forbes. United States Ambassador, tomorrow.
