Tip 1: WHA is supposed to be conducted in accordance with "Rules of Procedure" in "WHO BASIC DOCUMENTS". WHA has Committees and a Plenary, which have individual rules.
Tip 2: The folloｗing is a Rule of the Committee.
Tip 3: The legal cousel's logic is, as he says, based on the Rule 69 and Rule 72 of "Rules of Procedure", but they are Plenary's rules, not Commttees'.
