Who is Certified Administrative Procedures Legal Specialist?

The abbreviation for Certified Administrative Procedures Legal Specialist must be CAPLS.
I do not hear it often and it reminds me of CALPIS, which is one of the most popular drinks in Japan. I like orange CALPIS the most.

Incidentally, there are several types of certified specialists in Japan.
The most famous one is Lawyer, I think.
Others are Shiho-shoshi (According to their association website, they call themselves "Solicitor".), Labor and Social Security Attorney, Patent Attorney, Tax Accountant, Certified Public Accountant(CPA), etc.

Only Labor and Social Security Attorney can file documents including applications for grants to the Ministry of Health, Labor and Welfare. (Korosho)
