世界のプラスチック事情

近年、SDGsやそれに賛同する企業の活動などもあり、ヨーロッパだけのものであった脱プラスチックの流れが日本でもポピュラーになってきた。先日私もプラスチック問題を扱うイベント (ecoTAPi 主催：地球に優しいタピり方) に参加してきたこともあり、個人的に興味のあるトピックなので、本日は世界の色んな国のプラスチックをとりまく状況を見ていこうと思う。

データならググればいくらでも出てくるので、そちらは軽く触れる程度にし、各国に住んでいる友人の話を基に構成しようと思う。尚、プラスチックの生産量・消費量を削減すること自体の是非については、ここでは議論しない。

日本

あんまり興味がないので主観で箇条書きでまとめるね。
・法整備が遅い
・抑制しなくて良い勢が結構いる (理に適っている意見も結構多いです。実際どうすれば良いかは具体的な検証が必要だと思う)
・企業もそんなにやる気がない
・だけど、スーパーとかで袋を排除する流れは広まっている

政府は循環型社会を掲げて政策を作っているようだけど、一体何割の人間が循環型社会とか、資源循環という言葉を知っているのだろうか。先ずは教育だよね、どう考えても。

海外の状況

ここからは実際の友人のコメントを引用しようと思う。英語が読める人は頑張って読んでみて欲しい。私の質問：

に対してFacebook上で回答を送って貰った。こういう時に役立つんだね、お勉強って。

a. アメリカ

"For the U.S. it depends. NY is trying to be more eco-conscious.
They banned single use styrofoam food containers so restaurants switched to environmentally friendly packaging. On March 5th, single use plastic bags are going to be banned so paper bags have to be distributed. In terms of drinks, they are very rarely served in reusable containers. Often times being served in single use plastic cups. Bubble tea stores sell reusable cups for a higher price than the normal drinks."

アメリカでは、リサイクルされないプラ容器に関しては規制や削減が進んでいる模様。ゼロ・ウェーストプランへの転換期。

b. インド

"Unfortuantely will have to say not very eco conscious. While there has been an improvement recently (ban on plastic baggies and plastic caps for cold drinks at restaurants) people are still very casual about environmental issues as they throw away their trash on the streets and water bodies, no garbage segregation. Most restaurant like mcdonalds do use cups made of recycled materials i think"

インドのような大国がイニシアチブを握る事って、かなり大きな意味が有るとおもうのだけれど、そこに乗り出せないのはやはり経済成長の面が大きいのだろう。そして、ポイ捨てがかなり多いという点から、環境に関する教育が必要だと実感。

c. フィリピン

"-Relatively eco-conscious! Schools and local towns have Material Recovery Facilities for recycling. Generally though, most products are in sachets and we dont have good plastic recycling facilities in the country :(( but there are moves to ban single waste plastic in some cities! A nation-wide ban is going through congress at the moment.
-Dine in: yes! Even mcdonalds now uses metal utensils. For to go they have an additional charge"

エコの意識も高いし、実際に削減も進んでいるらしい。マクドが金属製の容器を使用しているというのは驚き。ただ、良いリサイクル施設がないらしい。出番だよ、ニッポン！

d. 台湾

"Relatively eco-conscious.
In schools, there are recycle trash cans for students doing recycling.
Our government made a law regarding to reducing the usage of plastic trash. For example, we cannot use plastic straw in restaurants(we use paper straw instead). Stores are also not able to provide free plastic bag.
Ps.using reusable bottles can have discounts at some stores！"

そう、台湾はプラ削減にかなり力を入れている国なのである。上にある通り、例えば飲食店でプラスチックストローを提供する事は禁止されている。そして、2030年までにプラスチック製品の使用を全面禁止するということらしい。
そしてもう一つ、日本ではゴミの放置が問題になっているタピオカについても聞いてみた。以下それに対しての返答：

There is an interesting phenomenon after government making this law:
Because not every stores have paper straw, some would prepare spoon for customers to "enjoy" the bubbles in the bubble tea...
Some stores started to use paper bottle instead of plastic ones too.(but that's not a government policy)

たしかにあったな、そんな話。環境保護省の役人が、プラストローが禁止されたらどうやってタピオカ飲むんだよって意見に対して、スプーンですくって飲めよwwwみたいなこと言って少し荒れたんだよね。とりあえず、現状では紙ストローがで提供されるということになるらしい。

e. シンガポール

"The government and some organisations are promoting for reduced plastic usage but there has not been much initiatives for it. Last year, using metal straws instead of plastic straws was a trend so almost everyone carried them around, but still use plastic bags and containers during takeaways so the efforts were minimal. Restaurants still serve in plastic bottles and straws except some fast food chains here like KFC stopped providing straws."

脱プラの流れはあるけど結果としてはそんなに出てないってかんじらしい。日本に似てるかな？皆環境問題に気付いているしどうにかしなくちゃいけないんだけど、実際は何もしてないというか。日本以上に技術立国だから、個人的にはすごい良いプラスチックを開発するとかそっちの方向でも期待したいですね。

まとめ
