やんややんや高齢化って言いますね。そろそろしつこいぞって感じますが、そもそも
高齢化が進むとどんな感じになるの？って疑問に思いませんか？

They all are talking about the “aging society” these days. People talkative sometimes get annoying, though. But don’t you want to know what’d happen if such aging of the population does materialize and be deepened, anyway?

ご説明します。Let me explain, albeit briefly:

1] 街に不気味な空気感が漂う
1] Town to be “haunted”

不気味って、そりゃあんたの感じ方の問題やろ〜ってなりますね。ただ、だからこそ親
身になって私が伝えたくて、子供たちの遊んでる姿や駆け回ってる姿、地域の運動公
園に子連れの家族がふらふらしてない様子の街って、不気味っていうか怖いんですよ
ね。

Judging whether a town is “haunted” or not may just depend on your feeling. But that’s why I want to “kindly” convey this fact to you: a town where you can’t see kids playing around and running about or parents wandering along with their kids is indeed scary, even haunted.

私はデータが好きなので、こういった表現に共感得られない方がいるのを理解してい
ますが、あえて表記しました。

As I love data, I know that there are some who won’t ever agree with such descriptions of mine. But I’ve said that for you anyway (to warn you).

2] 街灯の本数が減る、空き家がボロボロになっていて、それがかなり確認できる2]

これはシンプルです。高齢化が進んだ街では年金をあてにする方が多い状態です。
年金は、もらい始めてから増やせないので、節約、節約の日々になります。そうすると
個人の飲食店にはほとんど行きません。行っても贅沢しないで引き上げるでしょう。

This issue is fairly simple. An aged town has many who will depend on pension to make a living, almost entirely. What you receive from your pension, by design, won’t increase or can’t be increased, where you need to “diligently save on a day-to-day basis” not to be starved. You can’t even dine out. Even if you have a chance to go to a restaurant, you’ll just look at its menu (without ordering anything) there before going home to go to bed.

そして、年金暮らしの一部の層は住民税や地域の税金が免除になる仕組みがありま
す。地域で金銭の循環は滞り、税金も目減りします。飲食店は遅くまで滞在する方が
いないと見るに、とっとと店を閉めます。なので、街灯を整備する必要はありません
し、あったとしても優先度は低くなります。

For some literally dependent on pension, part of local taxes may be exempted (again, by design). This means the “local circulation of money” will visibly stagnate, which in turn will suppress tax revenues. Owners of restaurants and cafes in the town will close “earlier” as they see few customers coming in. Thus, street lamps need not be maintained for the lack of bustling nightly lives. If any, its priority should be abysmally low.

また、空き家に関しては身内がどうにか健在であれば手続きをして不動産会社の管
理下に入りますが、それがなければ行政が税金を使ってどうにかすることになりま
す。
Empty houses can be under the custody of a realty company if relatives of the owner are out there, but if not, they should be handled (barely) by the local administrative branch with “taxpayers’ money”.

よく、ゴミ屋敷を代執行して、その費用は税金で〜とかやってますよね。
Such authorities often “manage” those “mansions of garbage” with that precious money.

それが出来ません。なので、ボロボロの空き家がほったらかしになってゾンビタウンみ
たいな感じになります。
But empty houses not controlled by the municipality will sooner or later get tattered and “haunted”, if not with actual zombies.

3] 行政が危ない税金の使い方をするAdministrative branch not knowing how to use taxpayers’ money (wisely)

これもシンプルです。移住者に¥200,000 プレゼント、みたいな企画を始めます。
This issue is as simple. They sometimes launch an event to give away 200,000 yen or so to “immigrants” (each).

こういう自治体は入り口こそ賑やかなものの、あとあと痩せ細った自治体から容易く
突き放され、何かあっても対応してもらえない可能性があるので警戒した方がいい気
がします。
Such a municipality welcomes you big time when you arrive (“immigrate into it”), but you will be left alone by it thereafter. Beware that once it accepts you, it’ll probably just forget about you once and for all. Do not entirely believe public servants as they will stay “public” (they won’t get so personal to you, actually).

4] 市役所がちょうきれいかちょう古びてるかの両極端

なんでこんな市役所がきんぴかやねん、って突っ込みたくなる自治体ありませんか？逆も然りです。
You may know a municipality or two, to which you’d complain for being “too shiny” (and vice versa: too gloomy).
